Z Program Office Manager

For more than 60 years, the Lawrence Livermore National Laboratory (LLNL) has applied science and technology to make the world a safer place.

We have an opening for an Office Manager to conduct personnel administration activities for the program. You will independently plan, execute and provide oversight for a wide range of advanced and diverse administrative and workforce operational activities that include managing all hiring activities for the program and supervising administrative staff.  This position is in the Global Security Principal Directorate’s Z Program.

Essential Duties
- Plan, execute, and provide oversight to a variety of administrative, operational, organizational, and hiring requirements and activities and serve as the primary point-of-contact for administrative matters.
- Manage all aspects of the program’s hiring process, including preparing and/or reviewing everything related to job listings and hire packages working closely with the hiring managers and the senior program administrator.
- Oversee and execute workforce operation activities for the program’s diverse labor force comprised of direct and matrixed employees, supplemental labor, subcontractors and other non-employee contributors, to include separations, leaves of absence, extended workweek and telecommuting requests, and non-employee engagements, etc. Provide guidance on application of personnel policies; initiate personnel actions in the HR system, escalate issues to senior administrator as appropriate.
- Provide leadership and working supervision to non-exempt administrative personnel and conduct performance management activities to motivate, optimize, and correct employee performance in support of organizational and developmental goals and objectives. Evaluate performance, participate in ranking and salary management, encourage and guide career development, monitor training plans, perform conflict resolution, and corrective action efforts.
- Prepare and review a variety of documentation for adherence to policy to ensure consistency within the work unit or functional area; determines whether work unit is in compliance with policies, procedures, methods, and practices and leads in the implementation of corrective actions to bring the program into compliance.
- Research, analyze, establish and implement internal administrative procedures and systems to enhance efficiency and effectiveness of administrative operations.
- Collect, validate, and interpret business, operational and/or organizational planning data in support of strategic and/or workforce/hiring planning activities.
- May participate in the review and tracking of budgets and expenditures, working closely with senior program administrator and resource manager.
- Perform other duties as assigned.

- Experience coordinating multiple administrative and operational work activities and multi-faceted internal processes for the work unit and/or functional area.
- Experience as a team lead with the required skills to effectively build an administrative support team and effective leadership and team-building skills.
- Knowledge and understanding of principles of personnel administration, policies and procedures and of HR compliance requirements for personnel administration (FLSA, ADA, EEO, etc.).
- Effective analytical, problem solving and decision-making skills necessary to independently advise, resolve, recommend and approve appropriate actions to implement solutions.
- Demonstrated effective interpersonal skills with the demonstrated ability to handle sensitive and confidential issues with tact, discretion, and mature judgment.
- Experience participating in and leading business, operational and/or administrative projects effectively; the experience and ability to research, understand, interpret, and apply operational related policies and procedures; advanced organizational skills, attention to detail, accuracy, and follow through.
- Advanced written and communication skills necessary to effectively interact with all levels of personnel internal and external to LLNL, including effective skills to explain, present, direct, negotiate, and influence others.
- Advanced knowledge of personal computers and associated software including MS Office applications and experience developing complex reports for use in management decision making.

Desired Qualifications
- Knowledge of LLNL business applications and processes such as LAPIS, LHIRE, LEAP, LITE, and Conference Management.
- Knowledge and understanding of LLNL’s hiring processes and procedures.
- Associate of Arts Degree in a business or operational area.

Pre-Employment Drug Test:  External applicant(s) selected for this position will be required to pass a post-offer, pre-employment drug test.  This includes testing for use of marijuana as Federal Law applies to us as a Federal Contractor.

Security Clearance:  This position requires an active Department of Energy (DOE) Q-level clearance or active Top Secret clearance issued by another U.S. government agency at time of hire.  Also, you must have the ability to obtain and maintain Sensitive Compartmented Information (SCI) access.  Please note that your current active Q or Top Secret clearance with DOE or another agency does not guarantee DOE SCI access approval; if you are denied access, you may be subject to reinvestigation of your existing Q or Top Secret clearance.


Note:   This is a Career Indefinite position. Lab employees and external candidates may be considered for this position.
