Workforce Enablement Division Leader

We have an opening for a Division Leader (DL) of the organizational development, human resources business partner, employee relations, workforce and succession planning functional areas. As the DL, you will act as a trusted advisor and cultural steward to LLNL senior management in support of a broad range institutional functions.  As a member of the Directorate management team, you will ensure that LLNL’s organizational development, employee relations and HRBP deployed services meet the needs of institutional stakeholders.  You will assess and anticipate HR related needs and seek to develop integrated solutions in collaboration with the core HR ecosystem. You will provide a full range of consultative and collaborative people strategies/programs in areas such as strategic workforce planning and management, talent and performance management, organization design/expansion, succession planning, leadership/high potential development, and retention/engagement. You will use your expert knowledge in HR related areas to interact with all levels of management and employees. This position is in the Strategic Human Resources Management Directorate Office.

Essential Duties
- Plan, lead, direct and manage the operations of the Workforce Enablement Division including a diverse functional team in the areas of, employee relations, workforce/succession planning and diversity and inclusion.
- Develop and execute new programs and initiatives such as a new Human Resources Business Partner (HRBP) deployed service delivery model.
- Oversee internal consulting services to LLNL senior management on topics such as organizational change and design, strategic planning, succession planning, leadership development, career development, performance management, team effectiveness, diversity and inclusion, and conflict resolution.
- Facilitate the development and implementation of organization-specific people strategies, diagnosing organizational issues and driving adoption.
- Identify and lead division staff in best practices while working closely with client organizations to provide customized workforce consultation and solutions for managers to meet the unique needs.
- Manage and provide guidance for highly sensitive, complex interventions, leadership activities and strategic initiatives.
- Participate in SHRM's strategic planning process, formulating organizational goals and objectives, including the development of marketing strategies for HR programs and services.
- Manage the division budget in collaboration with the directorate resource analyst and determine appropriate staffing levels to meet deliverables.
- Represent the directorate and/or the Laboratory on Laboratory-wide initiatives, forums, councils, and/or with outside review committees or agencies (external sponsors, site office and DOE HDQ) in functional areas.
- Perform other duties as assigned.

- Bachelor’s degree in Business with an emphasis in Human Resources, Organization Behavior or related field, or equivalent combination of education and related experience.
- Extensive experience and expertise managing various functions including but not limited to Organizational Development, workforce/succession planning, deployed HRBP programs and diversity and inclusion.
- Extensive experience facilitating organizational change both within and across an organization and overcoming change resistance.
- Extensive experience in and expert knowledge and understanding of industry human resources principles, concepts, practices, standards, processes, and systems. Experience leading projects and utilizing project management and process improvement principles.
- Experience establishing new HR deployed service delivery models.
- Extensive experience in leadership and management development, coaching, conflict management and mediation. Experience conducting needs analysis and in designing and implementing alternative instruction delivery mechanisms.
- Significant experience and expertise in workforce and succession planning, team development and consulting with managers on performance management issues.
- Advanced organizational, problem solving, decision making and analytical skills necessary to independently advise, consult and recommend appropriate actions and implement solutions.
- Demonstrated strong interpersonal and communications skills, both verbal and written, necessary to effectively explain, direct, present, advise, negotiate, and influence all levels of management, both internal and external to the Laboratory to ensure mutual success.

Desired Qualifications
- Master’s degree in Human Resources or Organization Behavior.
- SPHR or SHRM-SCP certification.
- Demonstrated extensive knowledge of and experience interpreting related LLNL, DOE, and NNSA policies, procedures and operating practice and Contract 44 requirements.

Pre-Employment Drug Test:  External applicant(s) selected for this position will be required to pass a post-offer, pre-employment drug test.  This includes testing for use of marijuana as Federal Law applies to us as a Federal Contractor.

Security Clearance:  This position requires a Department of Energy (DOE) Q-level clearance.

If you are selected, we will initiate a Federal background investigation to determine if you meet eligibility requirements for access to classified information or matter. In addition, all L or Q cleared employees are subject to random drug testing.  Q-level clearance requires U.S. citizenship.  If you hold multiple citizenships (U.S. and another country), you may be required to renounce your non-U.S. citizenship before a DOE L or Q clearance will be processed/granted.

Note:   This is a Career Indefinite position. Lab employees and external candidates may be considered for this position.
