USSOCOM J3 Senior Policy, Strategy and Plans Specialist SME

ECS Federal, LLC (ECS) is seeking a Senior Policy, Strategy and Plans Specialist SME to work in our Tampa, FL office.

PLEASE NOTE: This position is contingent upon contract win.

Job Description:
The Office of the Assistant Secretary of Defense for Special Operations and Low-Intensity Conflict (OASD SO/LIC) supports and integrates global awareness and responsive support to the special operations enterprise in day-to-day operations, crisis response, and contingency planning.  SME shall support OASD integration into future operations, crisis action and compartmented contingency planning to inform senior leader decision-making and support combatant command special operation planning requirements.  SME shall lead and facilitate OASD SOLIC integration with USSOCOM global synchronization of Department of Defense (DOD) trans-regional combating terrorism and countering weapons of mass destruction (CWMD) efforts from design and implementation through assessment of planning efforts and synchronization venues.  SME shall lead OASD SOLIC integration into the planning, development and integration of new capabilities in support of future and current operations.  Tasks include:

• Liaison, coordinate with, and provide analysis to all participants in the Trans regional Synchronization events, including USSOCOM, combatant commands, joint staff, Office of the Secretary of Defense, the interagency, and partners and allies.
• Assist in maintaining the USSOCOM collaborative information enterprise.
• Liaison and coordinate among all participants during deliberate and crisis action planning and the execution of a crisis action team (CAT).
• Facilitate OASD SO/LIC integration into functional working groups from other agencies/departments, and the Joint Staff.
• Facilitate OASD SO/LIC integration with operational planning requirements through Joint Staff management practices and procedures.

Required Skills:
•    Master’s degree in any field
•    O-6/GS-15 or equivalent with 5 years’ of strategy and operational-level planning and policy development experience in that grade.
•    Graduate of Senior Service College or equivalent 
•    Graduate of SAMS, SAW, JAW, MAWS, or SASS
•    3 years’ experience within Office of the Assistant Secretary of Defense working on policy, plans, strategies, concepts and initiatives related to special operations  and posture
•    5 years’ experience in Pentagon-based assignments (OSD, Joint Staff, Service or CCMD HQs) or equivalent
•    15 years’ combined Joint, Combined, Interagency, and Regional experience working military operations, to include strategic and operational levels 
•    2 years’ experience leading integrated process teams, joint planning groups, or battle staffs at the operational and strategic levels.   
•    8 5 years’ experience developing and coordinating decision proposals for senior staff resolution to support strategic objectives and end states at the National, Department, Interagency, or Combatant Command level.
•    Current DoD Top Secret clearance and eligible for SCI access required.
