Travel Policy & Special Disbursement Administrator

We have an opening for a Travel Services Specialist. You will work independently to provide oversight and guidance to the Laboratory population on the areas of travel services, special disbursements, and conference management. This position is in the Asset Management Department.

Essential Duties

- Provide guidance on policies and procedures related to travel services, special disbursements, and conference management to problem solve and create sustainable solutions for activities that are complex in nature. Assist in responding to audit requests for conference policy and procedure compliance.
- Serve as a resource for applications supporting the business functions and collaborate with business analysts, and developers to enhance travel and business services applications. Develop and provide employee travel training and communications programs.
- Process requests for travel, special disbursements, and conferences in a timely and accurate manner that is consistent with Lawrence Livermore National Laboratory (LLNL) and Department of Energy (DOE) policies and procedures.
- Routinely generate reports and analyze data for performance and oversight of processes to ensure travel program targets are met. Perform assessments as needed.
- Participate in or lead the development and implementation of new processes or techniques to include procedures, forms, informational, and awareness activities.
- Collaborate with all levels of internal and external program personnel, such as DOE, National Nuclear Security Administration (NNSA) and other external organizations.
- Serve as Corporate Card Program Administrator. Assisting with processing applications, researching cardholders’ issues, oversee and reconcile delinquent accounts, develop and update procedures, and develop methods of analyzing card usage.
- Perform other duties as assigned.

In Addition, at the A08.3 Level

-Serve as primary liaison with key external vendors and internal customers in the resolution of escalated and/or systemic issues and complex service area problems for which there is little precedent; make recommendations to management.
- Conducts analysis of reports to determine trends in travel, spending, operational efficiency, cost-effective use of service providers, and customer satisfaction; recommends solutions for areas which require improvement.
- Resolves problems and disputes concerning travel policy and reimbursement interpretation. Coordinates travel policy issues across the Laboratory.

Qualifications

- Bachelor’s degree in Business Administration, or equivalent combination of education and related experience; may have professional travel certification.
- Knowledge of and experience applying industry best practices, techniques, standards, processes, and systems in support of a service operations area including interpreting policies and procedures and providing guidance.
- Experience researching guidelines and requirements and developing and implementing recommendations in order to create solutions and process improvements while ensuring high customer satisfaction.
- Experience developing and delivering training material to end users.
- Experience processing multiple work activities and requests that comply with requirements in a multi-faceted operation/customer service area.
- Experience and knowledge of computer skills (e.g., Microsoft Word, Outlook, Excel, PowerPoint) including word processing, presentation software, and database programs necessary to provide ad hoc reports or documents.
- Demonstrated ability to work independently and collaboratively with internal and external customers and successfully lead others in administrative projects.
- Excellent communication and interpersonal skills including the ability use tact, diplomacy, and discretion.

In Addition, at the A08.3 Level

- Experience and complete knowledge in travel management practices, policies and regulations including travel reservation systems and procedures.
- Experience developing performance measures and analyzing data outcomes for a service area, comprehensive experience applying financial analysis tools used in a service area and knowledge of funding sources and associated requirements.

Desired Qualifications

- Knowledge of LLNL Travel, Special Disbursement, Corporate Card and Conference Policies.
- Knowledge of the LLNL Foreign Travel System (FTS), and Cliqbook, LLNL’s online travel booking tool.
- Experience with internal audits and self- assessments.

 

Pre-Employment Drug Test:  External applicant(s) selected for this position will be required to pass a post-offer, pre-employment drug test.  This includes testing for use of marijuana as Federal Law applies to us as a Federal Contractor.

Security Clearance:  This position requires a Department of Energy (DOE) Q-level clearance.

If you are selected, we will initiate a Federal background investigation to determine if you meet eligibility requirements for access to classified information or matter. In addition, all L or Q cleared employees are subject to random drug testing.  Q-level clearance requires U.S. citizenship.  If you hold multiple citizenships (U.S. and another country), you may be required to renounce your non-U.S. citizenship before a DOE L or Q clearance will be processed/granted.

Note:   This is a Career Indefinite position. Lab employees and external candidates may be considered for this position.
