Technical Project Manager (TPM)

SAIC is building a team to support HHS’s IT Development and their effort to implement a set of common functional Shared Services. 

 

Responsibilities:

The Technical Project Manager is responsible for technical success of this program.  They will lead technical efforts, manage task assignments and technical work, and integrate activities in accordance with contract requirements to meet technical, resource, and schedule requirements. The TPM will coordinate with the PM to manage risks, maintain strong customer relationships, and maintain a highly qualified, motivated program team.  The TPM will lead the team’s compliance with quality standards, propose edits to standards if necessary, and escalate challenges to the PM.

 

Other responsibilities include:

  • Ownership of program technical architecture and design throughout the life cycle, from initiation to deployment.

  • Assist the PM with task estimation and scheduling, risk identification, management of scope and resource changes, and monitoring technical progress.

  • Identifying, escalating and driving resolution of technical issues that could affect program schedule and or migration and training commitments.

  • Defining technical accomplishment metrics and assessing technical program progress.

  • Communicating regularly to the PM on program status, resource requirements, and risk changes.

  • Lead the team in establishing technical practices, technical processes, tools, and templates.

 

The TPM is responsible for technical success in accord with program objectives. The TPM will allocate requirements and features to architectural and design elements, establish interim technical success criteria by phase (design, implementation, test), oversee CI/CD tool setup and maintenance, lead Agile software development efforts, provides periodic status reports to the PM, coordinate technical and program integrations; and propose architecture and product design. They will target product quality for securing acceptance and approval of deliverables from the program sponsor; liaise with all current and future stakeholders; identify needs for training and resource; participate in recruitments and roll offs; and represent technical teams to the Change Control Board or other governance structures.

Qualifications

Education and Experience:

  • Bachelors and nine (9) years or more experience; Masters and seven (7) years or more experience; PhD or JD and four (4) years or more experience

  • 2+ years experience managing Agile Development projects

 

Required Skills:

  • Development experience with systems using RDBMS, GUI, browser front ends, server side Java or node.js.

  • Thorough knowledge of Services Oriented Architecture (SOA) and Event Driven Architecture (EDA)

  • Hands on experience with development of web applications or service based systems

  • Knowledge of JIRA

 

Desired Skills:

  • Advanced Agile Certification (PSM, PMI-ACP or SAFe) or Certified Scrum Master (CSM) with 5+ years as a Scrum Master with proven success
  • CI/CD tool (DevOps)
  • Prior experience with lean practices and organizational process improvements

Clearance Requirement:

  • Must be able to obtain a Public Trust security clearance
