Technical Project Management Specialist - Senior

Responsibilities

  • Develop and execute a comprehensive, Enterprise Architecture (EA) program assessment process and methodology that measures and reports on the effectiveness of the internal controls efforts as implemented through Architecture and Integration Division projects, efforts, and initiatives.  The program assessment process and execution should cover all aspects required by law and incorporate the best practices of commercial and government organizations, including but not limited to the aggregation and integration of plans, costs, schedules, scopes, architecture updates, data management, security, resource management, performance measures and transition plans.
  • Develop and institute a program schedule for all AID deliverables, harmonized to meet legal, policy, and input cycle requirements
  • Identify key performance indicators based on assessment of strategies, policies, architectures, and official reports
  • Collect, monitor, trend, and report key performance indicators, alerting leadership when negative reporting trends or deviations are visible
  • Support the development and execution of a comprehensive and integrated program oversight and assessment process and methodology to monitor and assess current and projected common services projects and operations and recommend solutions for improved integration and interoperability of intelligence services and capabilities in support of programmatic goals to include sequencing of capabilities and dependencies
Qualifications

Required Qualifications:

Bachelor's Degree

Active TS/SCI with a polygraph

At least 15 years’ experience in developing and managing project plans for large enterprise organizations and 10 years’ experience in developing and managing project plans for large enterprise organizations in the IC. The Technical Project Management specialists shall facilitate oversight of key initiatives to include, but not limited to, Cloud Technologies; Endpoint Solutions; IT Security; Data Hosting; and IT Service Domain Integration. Technical Project Manager Specialists shall conduct analysis of projects and make recommendations to the government regarding cost, schedule, risk, and technical performance. 

Additionally the Technical Project Manager Specialists shall have:

Demonstrated the application of significant knowledge of industry trends and developments to improve service to clients

Demonstrated ability to recognize system deficiencies, and make recommendations regarding implementation of effective solutions

Demonstrated ability to resolve and/or escalate issues in a timely fashion

Demonstrated ability to effectively communicate difficult/sensitive information tactfully

Demonstrated ability to manage Innovative change effectively

Demonstrated ability to identify needs and evaluate alternative technical solutions

Desired Qualifications:

Bachelor's Degree (Computer Engineering, Computer Science, Electrical Engineering, Information Systems, Information Technology, Management Information Systems, Systems Management or Business Administration)
