Are you seeking a new and challenging position supporting a complex, mission-critical Program? The Intelligence Group at Leidos has an opening for a Technical Program Manager to work at our Columbia, MD location. This position is contingent upon contract award.

Summary:

A Technical Program Manager responsible for oversight of managing the design of a system-of-systems architecture to implement innovative information technology (IT) and reengineered business process workflows.  Leveraging the ServiceNow Platform-as-a-Service (PaaS), meet all Customer’s requirements.  This hybrid role encompasses both technical proficiency and program management expertise. He or She is instrumental in the planning, scheduling and technical management of a multi-phase large contract.  The individual must possess excellent organization, leadership and communication skills.

Responsibilities:

Manage the full life-cycle from idea generation through deployment, driving delivery to completion.  Negotiate scope and timelines with technical dependencies.  Establish the technologies, tools, and processes to modernize the Customer’s environment towards Continuous Integration and Deployment and a SecDevOps operating model. Establish a program management process to manage the activities needed to meet the contract requirements. Establish and maintain management operations to include: Program Planning and Performance, Schedule and Cost Control, Stakeholder Communication, Control of Government Furnished Property (Government Furnished Equipment (GFE) and Government Furnished Information (GFI)), Program Reviews and Meetings, Action item tracking, status and resolution, Subcontractor Control and Performance, Financial Management, Data Management, Configuration Management, Risk Management, and Customer Outreach. Participate in all reviews to include Technical Interchange Meetings (TIMs), Program Status Reviews (PSRs), and Interim Design Reviews.  Provide oversight and development of the Systems Engineering Management Plan (SEMP), and Software Development Plan (SDP).

Basic Qualifications

 • Bachelor’s Degree in Electrical Engineering, Computer Engineering, Systems Engineering or Computer Science, or related field and Twelve plus years of experience (Will consider three additional years of relevant professional experience in lieu of a degree).
 • 6-10 years of proven experience managing mid-to-large scale, full lifecycle ITSM and/or ITBM projects, preferably using the ServiceNow platform and implementation methodology

• 10+ years of business analysis, requirements gathering and solution design

• Experience working in a continuous integration and deployment / SecDevOps operating model

Project Management Professional (PMP) certified

• Clearance level: TS/SCI w/Polygraph

Preferred Qualifications

• Understanding of cyber cryptographic [physical and/or electronic] key management lifecycle

• 8-10 years of experience working in an agile development environment

• Experience with NIST Risk Management Framework

• Desired certifications include:

  • ServiceNow Technical Architect and Project Portfolio Management Fundamentals
  • SCRUM, Agile, and/or Scaled Agile
