Technical Lead/Applications Programmer - Senior 2018-167

Program Overview:
ISHPI supports the Defense Manpower Data Center (DMDC) Defense Human Resources Activity (DHRA) by migrating the Enterprise Contractor Manpower Reporting Application (eCMRA) infrastructure, web application, and web services to a Java/Oracle platform.
  • Provides technical leadership (architecture, high level design, data migration) for the team in migrating the application from .NET/SQL Server technologies to Java/Oracle technologies
  • Ensures that the eCMRA architecture complies with DMDC enterprise reference architecture
  • Creates and maintains required architectural documentation including DoDAF artifacts
  • Analyzes requirements, designs and implements needed software components during software development and modernization/enhancement activities
  • Follows agile development methodology and uses Government approved project standards and frameworks
  • Supports release and testing activities as needed
  • Ensures that quality and security is built into the system throughout the SDLC
Requirements (education/experience/certifications):
  • Requires U.S. Citizenship
  • Requires DoD TOP SECRET clearance (active, or recent)
  • 7+ years of software development experience
  • Bachelor’s degree in Computer Science, Information Systems, or related field
  • Strong design and programming experience with Java and Oracle technologies
  • Requires security certification (e.g., Security+, CCNA-Security, CySA+, GICSP, GSEC, SSCP, CISSP, or CSSLP) to satisfy DoD 8140/8570 Cybersecurity Workforce requirements
Preferences (education/experience/certifications):
  • Computing environment certification such as Java or Oracle
  • Experience migrating systems from .NET/SQL Server technologies to Java/Oracle technologies
  • Experience with Java/Oracle technologies including:  Linux, Java, Oracle WebLogic, JBoss, JSF, JavaScript, Spring MVC, Spring JDBC, JPA, MyBatis, Oracle 12c RDBMS
