The Task Order Program Manager (TOPM) will be responsible for managing cost, schedule, directing team personnel, ensuring contract compliance and serving as customer interface.

The candidate must be able to organize, direct, coordinate planning and production of all contract activities. The candidate must show the ability to interface with client management including the Contracting Officer and the Task Order Management (TOM); recruit personnel necessary to perform assigned tasks; establish and alter (as necessary) program organization to provide effective contract support; assign, schedule, and provide configuration control and quality assurance of team deliverables.

The candidate must ensure conformance to task specifications and contract provisions.
Oversee scheduling, and technical performance of organizational programs. Aid in contract compliance.

The TOPM will ensure master plans and schedules are followed, developing solutions to program challenges, and directing others for successful timely completion.


  • Accountable for all aspects of the task order execution.
  • Manages the hands-on, day to day execution of the TO-related operation activities.
  • Responsible for Task Order (TO) PMO operations and resourcing of all Task Order requirements, including linguist staffing, GFE accountability, and tasking responses
  • Responsible for meeting all technical, financial, and contractual requirements of the (TO) Task Order
  • Ensures that management processes and business systems facilitate meeting performance requirements
  • Primary Point-of-Contact
  • Is authorized to act on all matters relating to the daily operation of the (TO) Task Order
  • Provide supervision on projects or multiple projects to achieve the corporate vision
  • Leading a team and perform liaison activities with upper management and stakeholders.
  • Responsible for governance of processes and procedures to accomplish objectives, which include metrics of success and deliverables.
  • Assurance includes checks and balances for compliance with standards and vision alignment


  • Must possess a TOP Secret/SCI
  • Must possess the communication skills to effectively interface with senior military officials, managers, and subordinates
  • 15 years of management experience, including 10 years of supervisory experience (experience must be relevant to military operating environments within the last 10 years.)


  • Bachelor’s degree in business related field

Education Equivalency:

  • 20-year military career (intelligence field preferred) with a Bachelor’s degree (any field) or PMP Certification or DAWIA Level II certification as PM
