TADS Deputy Program Manager

Jacobs is searching for a Deputy Program Manager to assistthe Program Manager on the upcoming Technology Application, Development andSustainment (TADS) program under the Air Force Weather (AFW) Systems ProgramOffice, 557th Weather Wing (WW). TheTADS program will support the collection, quality control, and processing ofworldwide terrestrial and space meteorological data to provide a wide range oftailored military products describing the present and future states of theaerospace environment. The DPM PM willplay a pivotal role in shaping and influencing the direction of the technologies,methodologies and contractor workforce for the 557th WW. The DPM will report to the TADS ProgramManager and will be assist in all aspects of executing the TADS programincluding finances, hardware deployment & maintenance, software development& maintenance, communications, sensors and people who provide environmentalinformation to customers in the Department of Defense, other federaldepartments and agencies and other countries.

Work scopemay include any/all of the following duties:


· Assist with developing and implementing programstrategy, tactics and goals for complex and interrelated O&M, IT andsoftware development projects within a $75M/yr program

· Establish and maintain excellent relationships withclients’ senior-level managers

· Lead the development of all estimates,proposals, BOEs and other project/task-related contractual actions

· Oversee technology development, marketing,resource allocation, and performance

· Provide oral and written reports ofprogram/project/task status and ensures contract deliverables are delivered tothe appropriate stakeholders IAW contractual requirements

· Regularly brief key stakeholders onprogram/project/task status measurement data

· Embrace and evangelize Beyond Zero/Safetyprinciples of Jacobs

· Function as the Program Manager when s/he isabsent

Education and Experience

Bachelor’s or Master’s Degree from an accredited college oruniversity in a course of study that is substantially useful in leading large,complex IT and software development programs OR in a meteorological discipline.


If candidate has a Bachelor's Degree, a minimum of fifteen (15) years of related progressive experience is required. Of the fifteen (15) years, a minimum of ten (10) years progressive experience leading at least twenty (20) or more professionals in subordinate groups and in diverse locations, including at least one (1) year managing complex organizations of which he/she has total responsibility for the financial success of the organizational unit AND at least five (5) years leading IT or software development programs is required.


If candidate has a Master's Degree, a minimum of twelve (12) years of related progressive experience is required. Of the fifteen (15) years, a minimum of five (5) years progressive experience leading at least twenty (20) or more professionals in subordinate groups and in diverse locations, including at least one (1) year managing complex organizations of which he/she has total responsibility for the financial success of the organizational unit AND at least five (5) years leading IT or software development programs is required.


****Must have at least an active DoD Secret clearance prior to hire****

Knowledge, Skills, and Abilities Required:
  • Experience leading a large IT or softwaredevelopment group/team
  • 10+ years of leadership experience
  • Experience leading interdisciplinary teams
  • Ability to effectively interface with seniormanagement, technical and non-technical staff
  • Excellent oral and written communication skills
  • Analytical and critical thinking skills
  • Earned Value Management (EVM) experience
  • Program budgeting, forecasting and execution
  • Secret clearance required at time of hire. TopSecret/SCI preferred
Knowledge, Skills, and Abilities Preferred:


  • Understanding of meteorological data and displays.
  • In-depth Agile understanding or certifications
  • Project Management Professional (PMP) certification
  • Experience with change management and culture transitions/transformations
  • Leading geographically dispersed workforces

Guidelines(level of supervision required to perform):

  • Supervisor outlines overall objectives and the employee works independently to accomplish the tasking.

Complexityof tasks/responsibilities:

  • Assesses and provides strategic direction for resolution of mission critical problems, policies, and procedures.
  • Initiates actions to resolve major organizational issues.



Essential Functions/Requirements:

Physical Requirements: Work may involve sitting or standing for extended periods of time. Position may require typingand reading from a computer screen. Must have sufficient mobility, included butnot limited to: bending, reaching, turning and kneeling to complete dailyduties in a timely and efficient manner. There is a possibility that due toparking availability and location of work, walking moderate to long distancesmay be required.

WorkEnvironment:

An inside and outside environment (considerations: closedquarters, close together, lighting). Needs to be able to work well withco-workers and all levels of management. No hazards on job or unusualenvironmental conditions.

Criticalityof Attendance:

Core work hours will be between 8:00 a.m. – 4:00p.m. Monday - Friday. Punctuality and regular attendance are necessary tomeet deadlines. Must exhibit flexibility of work hours to adjust to surgesituations based on critical mission requirements.

With theexception of STD/LTD/FMLA & approved time off, attendance is consideredessential.

Equipment andMachines:

Ability to operate office equipment such as a personalcomputer, printer, copy machine, telephone, fax machine and other equipmentincluding desk supplies and other work-related tools as required.


Travel Requirements:

2 to 4 weeks per year.

Travel to and from customer’s locations and the test fields may berequired to support projects.
