Systems Engineering Section Manager (G11)

**This particular position will be staffed in the Sunnyvale, CA location.


The Raytheon AST (RAST) Engineering organization has a need for a Section Manager of Systems Engineering, Integration and Test (SEIT) responsible for first line management of a group of 20-25 senior systems engineers covering multiple engineering disciplines and technical domains.

Specific responsibilities include:
  • Plan for and address SEIT staffing needs
  • Plan and track the staff’s task assignments
  • Prepare and conduct staff performance assessments
  • Support staff in professional and career development planning
  • Recruit, interview and hire new engineering talent
  • Ensure strong discipline in staff’s execution and performance of systems engineering (including systems integration and test) in support of programs, IRAD, marketing and business development
  • Strengthen core engineering and technical competencies within the RAST Engineering organization
  • Develop technical domain knowledge and expertise across the RAST Engineering organization
  • Oversee and manage engineering lab operations across RAST facilities
  • Ensure staff compliance with company policies/procedures.

The successful candidate will work closely with the Systems Development Department Manager (DM) and other RAST Engineering leadership team members on initiatives related to engineering development and execution, and staffing processes. He/she will serve as the deputy DM and delegate when the DM is absent from RAST facilities.

The successful candidate will manage technical staff who may be involved with system/product development, mission engineering for customer O&M, new algorithm development, signal and protocol analyses and studies, technical marketing, and/or new business development activities. Although the staff will typically work on different programs and projects, the SEIT Section Manager will promote collaboration and cross-fertilization of ideas and engineering best practices within the section as well as across the RAST Engineering organization.

The successful candidate will possess and apply excellent written, verbal, and interpersonal communication skills; work effectively and collaboratively in a team environment; and apply strong organizational, planning, and coordination skills.

Required Skills:
  • 10+ years in leading multi-disciplined engineering teams (e.g. systems engineering team lead, I&T lead, product development team lead) to design, develop, integrate and deploy complex hardware/software systems for DoD and/or IC
  • 5+ years as a functional/line manager and practical experience in at least two of the following areas:
    • planning/tracking staff assignments
    • assessment of staff performance, skills/competencies
    • writing performance appraisals
    • support staff in professional and career development planning
    • recruiting and interviewing technical/engineering staff
  • Experience in all phases of the system/product development lifecycle
  • Experience as systems engineer in one or more of these areas:
    • SIGINT
    • COMINT
    • RF/wireless communications
    • Telecommunications
    • Data communications
    • Network security
    • Digital signal processing
  • Experience in developing and writing proposals and ROMs as an individual contributor and/or team lead
  • Strong advocacy and experience in development/improvement of engineering processes
  • Strong written communication, organizational, presentation, and interpersonal skills
  • Working knowledge with MS Word, Excel, PowerPoint, Project
  • Active TS within the last 2 years, and SSBI within the last 5 years
  • U.S. Citizenship status is required as this position needs an active U.S. Security Clearance as of day one of employment.
  • U.S. Citizenship status is required as this position will require the ability to access US only data systems.

Desired Skills:
  • Active TS/SCI clearance in the last 2 years
  • Experience in reviewing and evaluating engineering content and associated work scope definition, effort/bid estimates, staffing plans and risks in support of proposals, ROMs, and program plans
  • Practical experience in system/product development in systems engineering, software engineering, electronic/electrical engineering, FPGA development, and digital signal processing
  • Experience in systems engineering and product development in the areas of SIGINT and COMINT
  • Experience in development of open system architectures
  • Experience in RF communications, systems design and analyses, antennas, power amplifiers, low noise amplifiers, receivers, propagation, attenuation and associated effects on RF communications system performance and reliability
  • Experience in design and development of signal processing algorithms for hardware/FPGA based platforms and software defined radios (SDRs)
  • Experience in modern wireless and wireline telecommunications protocols and signal processing
  • Experience in wireless communications signal processing including the following areas: modulation and demodulation, DF, geolocation and 2G, 3G and 4G wireless standards/protocols (e.g. GSM, GPRS, CDMA, WCDMA, LTE)
  • Experience in networking/routing equipment and associated IP networking/routing protocols
  • Experience with security of network/communications systems such as information security, authentication, obfuscation, red-black separation, anti-tamper
  • Experience in a technical leadership role
  • Experience and successful track record in a team leadership role in planning, scheduling, budgeting and overseeing engineering execution
  • Experience with Earned Value Management System (EVMS)

Required Education:
BS degree in Electrical Engineering, Computer Engineering, Computer Science or other STEM
