Systems Engineering Manager

LANDMARK Ground Support Services (GSS) - Project performs technical planning, systems integration, verification & validation, cost & risk, and supportability & effectiveness analysis for a system of systems. Analysis is performed at all levels of the total system product to include: concept, design, fabrication, test, installation, operation, maintenance and disposal. The logical and systematic conversion of customer or product requirements into the total systems solutions is performed while acknowledging technical, schedule, and cost constraints. Functional analysis, timeline analysis, detail trade studies, requirements allocation and interface definition studies are all performed to translate customer requirements into hardware and software specifications.

In your capacity as a Systems Engineering Manager you will be responsible for a Systems Engineering/Analysis staff of 5 to 12 employees. You will participate in Program staff planning meetings, interview prospective candidates, and make hiring decisions. Ensure staff properly responds to Company related actions in a timely manner. Responsible for the employment, training, performance evaluation, and discipline of assigned employees. In your capacity as an individual contributor your responsibilities may include: Using a holistic approach, designs, develops, evaluates and modifies end-to-end systems and service oriented products through their entire life cycle. Generates quantifiable requirements based on customer description, system planning and design, and acquisition logistics. Ensures requirements comply with client requirements and government standards through formal verification methods. Translates high level product development strategies into system requirement specifications and works with other engineering disciplines to develop lower level detailed implementation requirements. Establishes and coordinates development of standards, practices, and procedures as related to the overall product development. Designs interfaces and integrates system elements together so they work as a whole. Assesses performance using evaluation criteria and technical performance measures. Customer liaison and support for business development activities and to understand and shape requirements. Participates in system conceptual design and documentation of the design concepts. Translates high level product development strategies into system requirement specifications and works with multi-discipline engineering teams to develop lower level detailed requirements. Participates in readiness reviews of components to ensure applicability to the current system and traceability of requirements through compliance verification, validation and transition. Participates in Lifecycle Readiness management including Independent Review Team and Readiness Review teams providing assessment of program readiness. Generates system level requirements verification and validation procedures and customer acceptance test procedures. Reviews test plans/procedures and ensures they meet the objectives of the contractual requirements and participates in the testing process to validate requirements. Identifies and supports the development and mitigation of risks and issues and identifies and supports the development and realization of opportunities through a risk and opportunity management process. Participates in the execution of a mission assurance program including the development and distribution of material to promote awareness and proper application of mission assurance standards. Considered a recognized authority within the company. Works on unusually complex technical problems and provides solutions which are highly innovative. Determines and pursues courses of action necessary to obtain desired results.



1) Active TS/SCI clearance with Poly

2) BA/BS with 10 - 12 years of experience or a Master's with 8 - 10 years of experience in an associated discipline. At least 4 years of management level responsibility.

3) Domain experience in Intelligence Community (IC), Department of Defense (DoD), or Commercial IT programs

4) Experience supporting an IC member acquisition office through creation and implementation of acquisition documentation, standard operating procedures, administering acquisition directives and guidelines, business analysis, budgeting, contract management support and/or program/project management support.

5) Excellent written and oral communication skills, ability to facilitate meetings with multi-organizational stakeholders, understanding explicit and implicit deliverables

6) Self starter, proactive in responding to customer needs, ability to work independently and within team environments

7) Strong attention to detail

8) Ability to relate professionally with customers and colleagues

9) Ability to operate in an extremely dynamic environment

10) Responsible, reliable and flexible

11) Passion for learning and knowledge transfer

12) Ability to work independently or in a team environment, as needed.


1) Bachelor or Master degrees in Systems Engineering, Computer Science, Engineering or other Information Technology disciplines

2) SE&I experience working with SIGINT capabilities, systems, segments, services, architecture, analysis, capability implementation, process experience

3) Acquisition experience within a DoD environment is a plus

4) Exposure to Intelligence Community IT Enterprise (IC ITE) service offerings and service adoption

5) Ability to lead and influence
