Systems Engineer

The Client requires a team to support the continued evolution of advanced analytic solutions by providing Software & Systems Architecture & Engineering, Software Design, Development, Testing & Integration, Natural Language Processing, API/Web User Interface Development and Custom Workflows, Development and Integration of reusable visualization solutions leveraging Government Off The Shelf (GOTS), Commercial Off The Shelf (COTS), and Free Open Source Software (FOSS) deployed within the Clients cloud based environment and standalone environments, domestically and internationally. The work shall include the Operations and Maintenance of deployed capabilities and various forms of user engagement and support. The analytic application is Advanced Analytics Program (AAP).
The Candidate shall perform all development using the Lean Agile methodology to plan and coordinate all efforts. The Candidate team support shall:
Evaluate existing applications and deployments
Develop and execute on requirements for new functionality, redesign the application and/or exploit existing tools to add new features supporting team services, optimize, scale or improve stability and performance
Develop and manage the security accreditation documentation and process
Provide O&M support for the life of the application or capability
Maintain and groom a Book of Work of prioritized minimum value increments (Lean Agile)
The Candidate shall identify the appropriate sprint cycle timeframe approved by the Client and employ the Clients tracking system to track all tasks and development efforts. Once the applications are developed, the Candidate shall deploy them using their DevOps skills and experience.
The Candidate shall assess candidate systems, applications, and open source modules as potential elements for inclusion into the Clients portfolio. The Candidate shall identify key interdependencies, roadblocks, issues, and risks with modifying existing applications; and develop, integrate, and implement a plan to proactively address these issues in a timely manner.
The Candidate shall learn the current code baseline of the various applications and take over their development. The Candidate shall work with the Client to develop and document requirements for the Clients applications. The Candidate shall develop new applications to satisfy Client-approved requirements. The Candidate shall develop, document, and execute test scenarios, plans and procedures for acceptance testing, and ensure performance testing is completed. The Candidate shall ensure the software interfaces properly with related systems including configuring and installing appropriate software.
The Candidate shall work with the Client to maintain and implement a strategy for appropriately handling security-sensitive applications. The Candidate shall address applicable auditing requirements. The Candidate shall comply with the Clients Assessment and Authorization (A&A) process and provide the appropriate documentation through the various facets of the process. The Client will approve the packages prior to providing to the accreditation authority.
AAP employs a Lab-Factory-Enterprise concept. The Candidate shall perform research and development activities to meet the Clients needs on their data. Such activities include but are not limited to development of prototype applications, conducting ad hoc data analysis, building web prototypes, evaluating new technologies, and data sets for intelligence value. The Candidate shall work within this environment to develop software analytic applications to enable the Client exploit all types of data in varied formats, to find a thread of information across multiple datasets. The Candidate shall perform activities that will move to implement prototypes, in particular those developed in the lab environment, and provide access to a larger group of users. Such activities include but are not limited to development and O&M of applications, APIs, and analytic capabilities. Where there is an enterprise-sized level of use for an application in the factory environment, the Candidate shall work with the Client to integrate it into an Enterprise application. This is a new development effort for the Client.
