Systems Engineer

       

Performs technical planning, SE&I, V&V, implementation plan/schedule/technical performance/ cost risk and supportability and mission effectiveness analyses for the NSG enterprise mission capabilities leveraging mission partner systems. Performs analysis at all levels of total system product throughout System Life Cycle. Ensures systematic conversion of customer or product requirements into total systems solutions that acknowledge technical, schedule, cost constraints. Performs functional and timeline analysis, detail trade studies, AoAs, requirements allocation and interface definition translating customer requirements into system specs/capability descriptions. Maintains strong awareness of technical IT, GEOINT domain, TPED (Tasking, Processing, Exploitation, Dissemination) trends, on-going IT projects, & mission/business requirements. Develops end-to-end project analysis, ensuring the system being developed complies with NSG enterprise technical architecture, and support NSG enterprise control gates. Provides NGA systems planning from joint topical requirements and CONOPs development to enterprise transition into ops, spanning across the whole TPED spectrum.

Specific responsibilities include, but are not limited to:

  • Apply innovative mission capability/process/implementation re-engineering for integrating a new resource into the TPED life-cycle.
  • Conduct detailed studies, analysis of activities, design, dependencies, performance reviews, identifying dependencies & issues requiring course correction or senior guidance to maintain cost, schedule, performance, and deliver recommendations.
  • Develop capability statements, implementation roadmaps, plans/schedules, program and budget inputs.
  • Execute end-to-end joint RFC process to develop/derive/decompose/allocate functional requirements which impact NGA/Mission Partners preparing/coordinating required docs
  • Plan/lead Technical Exchange Meetings (TEMs)
  • Manage continuous customer/stakeholder engagement business rhythms/communications
  • Implement vision to replace stovepipe Motion Imagery(MI) / Full Motion Video(FMV) TPED with an open NSG enterprise, system of systems service-oriented architecture
  • Ensure Project Capability Mission Based Outcomes (MBO) are achieved, providing requisite capabilities and services to meet mission and GEOINT (GI) community user

  • Required Qualifications:

  • BS in Engineering, Computer Science, Information Systems, Math, or related scientific or technical discipline
  • 10+ years of experience in directly related field and a minimum of 10 years of recent agency-specific experience
  • 3+ years of SE experience related to NTM and Motion Imagery
  • Demonstrated working knowledge of the NGA organization, leadership, programs, systems
  • Experience applying SE processes, planning complex systems or enterprises, performing requirements analysis, interface definition, detailed implementation planning, readiness, systems transitions, experience developing Transition Activity Plans (TAP), closing.
  • Experience using logic and reasoning to identify the strengths and weaknesses of alternative technical solutions, conclusions or approaches to problems, driving data driven decisions
  • Demonstrated ability/experience identifying/solving problems reviewing related info to develop/evaluate options and implement solutions with minimal supervision / direction
  • Strong customer service teaming skills; ability to collaborate in cross-functional team
  • TS/SCI security clearance (SSBI current within 5 years).
