Systems Analyst – Property Book Officer

       

PAE is currently seeking a Property Book Officer to support our customer in Ft. Gillem, GA.  May be required to travel OCONUS (as needed).

 Primary responsibilities include but are not limited to:

  • Serves as an assistant to the Government Property Book Officer (PBO) for the Defense Forensic Science Center (DFSC) with responsibility for assisting the Chief of Logistics with planning, managing, and directing the property accountability or supply program at the DFSC (Group/Brigade level equivalent), providing complete supply management support to all DFSC Division and Branch forensic discipline laboratories as well as overseas deployed laboratories geographically disbursed at various locations world-wide deployed in support of Combatant Commander Warfighting efforts.
  • Assists the Property Book Officer and manages property accountability using the Global Combat Support System-Army (GCSS-A) for five organizational directorates, and six forwardly deployed laboratories.
  • Maintains 35 storage locations (Primary Hand Receipts) throughout the Center to include six overseas locations.
  • Accounts for equipment through the proper issue, receipt, and transfer of equipment using GCSS-A.
  • Requests catalog data, updates equipment authorizations, and maintains GCSS-A supporting document files. Conducts 100% annual reconciliations of Government property with primary hand receipt holders to include primary hand receipt holders at deployed locations in accordance with (IAW) AR 710-2 directed regulations.
  • Provides guidance and training to primary hand receipt holders in resolving discrepancies discovered during inventories. Because of the uniqueness of the DFSC organization, no unit supply function or personnel exist; all inventories are conducted by the Property Book Officer with the Primary Hand Receipt Holder(s).
  • Coordinates and performs disposal of excess and unserviceable equipment for all primary hand receipt holders to include DFSC deployed locations. Prepares and submits electronic turn-in documents using the Defense Logistics Agency website along with scheduling turn-in appointments with the servicing Defense Logistics Agency Defense Reutilization Marketing offices.
  • All turn-ins are scheduled, conducted, and completed by the Property Book Officer who prepares Financial Liability Investigation of Property Loss (FLIPL) for Government property lost, damaged, or destroyed IAW AR 735-5; and makes appropriate postings to the property book when FLIPL’(s) are initiated. Maintains the FLIPL register.
  • Serves as the coordinator of the Radio Frequency Identification Device (RFID) program.
  • Ensures DFSC compliance with CIDC Regulation 710-5, Material Management System. Reviews internal supply accountability processes and procedures to identify weaknesses and other potential problems decreasing the effectiveness of the organization. Develops and implements improved work methods to assure effective operations. Creates analytical reports designed to identify trends and improve supply support to all DFSC elements.
  • Responsible to ensure all equipment procured for the DFSC either through contacting or local purchase is recorded upon receipt.
  • Coordinates with the DFSC Logistics Warehouse personnel to ensure equipment identified to support the deployment of individual Forensic Exploitation Teams (FXTs) is prepositioned within the DFSC Logistics Warehouse according to TDA requirements.

Required Qualifications:

  • Six (6) years of prior Military experience to include at least three (3) years logistical experience with specific emphasis on domestic and foreign transportation procedures, including ground, sea or air.
  • Ability to frequently lift up to 50 pounds and adjust body position to bend, stoop, stand, walk, turn, pivot, and stand for long periods of time.
  • Ability to effectively communicate in writing and orally.
  • Ability to organize and analyze information to solve problems and formulate solutions.
  • Fully functional in the use of Microsoft applications including Word, PowerPoint, Excel and Outlook.
  • Must be able to successfully pass all medical requirements for deployment.
  • Ability to obtain and maintain a DoD SECRET security clearance.
  • Ability to obtain a US Passport.

Desired Qualifications:

  • Two (2) years of experience in the set-up and take down of laboratory facilities,
    certification, sustainment, inventory management and movement of facilities.
  • Ability to operate forklift per OSHA standards.
  • HAZMAT Certified.
