Systems Administrator

Thisposition requires a profession who can coordinate with the Government tosupport equipment and hardware installations and changes. Provide periodicmaintenance activities on all hardware located in the video services lab at a frequencyof no less than once per quarter in order to prevent ventilation problems withequipment due to dust and debris accumulation. Tools, liquids, and solutionsutilized for cleaning shall comply with building safety and health codes andshall be of materials that will not cause physical or electrical damage to thehardware and surrounding materials. Maintenance shall preclude obviousobstruction or accumulation of dust specifically in and around parts associatedwith hardware cooling and interface connections. An inspection may be requestedby the Government to ensure proper maintenance and cleanliness of the hardwareto prevent hardware failure, air flow/cooling impediment, and interfaceconnection obstruction.

Must also be fullycapable to ensure that systems administration is performed. Must all ensure IAVA on all computers andservers are addressed prior to suspense dates for all equipment operated. Mustmaintain, control, and protect a listing of all passwords for the servers andcomputers that are in the video lab (GNTF annex), Emergency RelocatableSwitches, and any other servers within any DC Facility test zone enclave. Inaddition, contractors shall maintain, control, and protect a listing of allSystems Security Access Requests (SSAR) (DD Form 2875) and issue passwords orother access controls for systems, computing environments, servers, or networkdevices only to individuals authorized via the SSAR. To support DISA/JITCdisaster recovery plans, contractors shall develop and conduct backup andrecovery procedures.

Managesthe daily activities of configuration and operation of the organization’s ITsystems and applications. Assists in theinstallation, maintenance, and general support of IT systems. Identifies and resolves problems associatedwith operating systems. Analyzes andresolves problems associated with server hardware/software and applicationssoftware. Detects, diagnoses, andreports related problems on both server, desktop, and mobile IT systems. Assists users with questions or issuesrelated to accessing and using IT systems. Installs new software releases and system upgrades, evaluates andinstalls patches, and resolves software related problems. Performs system backup and recoveryprocedures. Maintains data files andmonitors system configuration to ensure data integrity. Performs system capacity analysis andplanning, and optimizes system operation and resource utilization.

Develops and implements policies and proceduresto ensure that systems support the organization's business requirements andmeet the needs of end users. Definessystem requirements based on user/client needs, cost, scalability, and requiredintegration with existing applications, systems, or platforms. Consideration is given for personnel whoprovide systems administration support in areas where these capabilities may begained through extensive on-the-job experience, specialized formal Governmenttraining, or institutional training and certification. On-the-job experience must be in specific ITfields. Demonstrates expertise in avariety of systems administration concepts, practices, and procedures.

Relies on extensive experience and judgmentto plan and accomplish goals. Performs avariety of complex tasks. A wide degreeof creativity and latitude is expected. Leads and directs the work of others. Typically reports to department management or executive. May provide consultation on complex projectsand be a top-level contributor/specialist in the department. Must be an expert at problem solving,identifying risk, and communicating results and recommendations to departmentmanagement.

Education and Experience:

  • Requiresa Master's degree and 4 years of experience; or a Bachelor's degree and 6 years of experience; or an Associate's degree and 12 yearsof experience.
  • One year of experience can be substituted by15 semester hours completed towards a Master's degree. The degree must be in a relevant technical curriculumand experience must be related to the job duties.
  • Must have DoD 8570.01M IAT/IAM/IASAE Level III certification.

Must possess experience with DoD’sdefense in depth architecture; the capabilities associated with the DoDarchitecture; and IA/CND Policies and Procedures. This labor category requires specifictraining and certification for the IAT, IAM, CND Analyst, CND Auditor, andIASAEs.

This position will require a security clearance at the Secret level or higher.
Essential Functions:
Physical Requirements
Work may involve sitting or standing for extended periods of time. Position may require filing, typing, and reading from a computer screen. Must have sufficient mobility, included but not limited to: bending, reaching, turning and kneeling to complete daily duties in a timely and efficient manner. There is a possibility that due to parking availability and location of work, walking moderate to long distances may be required.
Work Environment
An inside and outside environment (considerations: closed quarters, close together, lighting). Needs to be able to work well with co-workers and all levels of management. No hazards on job or unusual environmental conditions.
Equipment and Machines
Ability to operate office equipment such as a personal computer, printer, copy machine, telephone, fax machine and other equipment including desk supplies and other work related tools as required.
Core work hours will be between 6:00 a.m. – 6:00 p.m. Monday - Friday. Regular attendance of scheduled hours is extremely important, but not critical, except for deadlines and meetings. Punctuality and regular attendance are necessary to meet deadlines. Must exhibit flexibility of work hours to adjust to surge situations based on critical mission requirements.
Other Essential Functions
Must demonstrate professional behavior at all times when dealing with customers, management and co-workers. Must have clear, concise and accurate communications skills in English, both verbal and written. Grooming and dress must be appropriate for the position and must not impose a safety risk to employees or others. Must maintain a positive work atmosphere by behaving and communicating in a professional manner. Independent personal transportation to office or work site is required. Travel to and from customer’s locations and the test fields may be required to support projects. This may involve airline travel. In some cases, accommodations can possibly be made for POV, if necessary. When operating any vehicle for work purposes, must wear seat belt and in addition, no cellular devices are to be used when vehicle is in motion.
