SW Engineer Associate, Navy Continuous Training Environment (NCTE)


The Associate Software Design Engineer on the Navy Continuous Training Environment (NCTE) will contribute to and assist with the life-cycle software engineering of Navy Training Baseline (NTB) products (JSAF, JBUS, and supporting products). This includes the development of behavior models, architecture, user interface, utilities and the development environment to meet Navy Service Program Manager objectives. The Associate Software Design Engineer is a contributor to the NCTE software engineering activities in support of Fleet Synthetic Training (FST).

JSAF is a High Level Architecture (HLA) compliant simulation system and is the core simulation used in the NCTE, as well as the core maritime simulation used in Joint events.  JSAF represents combat systems, cognitive models and synthetic environment effects. JBUS is a software tool which provides the framework for integrating JSAF with other simulation systems and Command Control Communication Computer and Intelligence (C4I) systems.

The NCTE is a federation comprised of many distributed simulation systems and interfaces used to support Navy and Joint Training, as well as Navy concept development and experimentation. NCTE Software Development provides modeling and simulation application development, live, virtual and constructive systems integration support and in-service engineering support to US Fleet Forces (USFF) and the Number Fleets. The NCTE Software Development team is directly responsible, in this context, for developing and maintaining technical solutions and standards to provide the greatest level of training capability to the warfighter, at the lowest possible cost, at the fastest pace achievable, without compromising quality and stability of the products.


Position Summary

·         Under immediate supervision, assists in performing the analysis, design, development, testing, debugging and implementation of software application programs in support of distinct product hardware or technical service lines of business.

·         Determines computer user needs; analyzes system capabilities to resolve problems on program intent, output requirements, input data acquisition, programming techniques and controls; prepares operating instructions; designs and develops compilers and assemblers, utility programs, and operating systems.

·         Duties and Responsibilities

·         Assists in defining specifications for software programming applications and/or oversees the maintenance of existing programs to ensure continued performance and compliance with current guidelines and standards.

·         Designs, develops, documents, tests and debug applications software and systems that contain logical and mathematical solutions.

·         Conducts multidisciplinary research and collaborates with designers and/or engineers in the planning, design, development and utilization of electronic data processing systems for product and commercial software.

·         Performs all necessary aspects of the programming phase of software development including coding, testing, debugging and documenting using current guidelines and standards. Writes automated unit and integration tests to maintain and improve the quality and stability of software.

·         Drafts architecture requirements and performance standards to meet customer specifications.

·         Participates in the development of test plans.  Tests assigned components and units, and provides test results.

·         Identifies and directs resolution of hardware/software interface issues or other technical problems.

·         Researches and develops prospective applications and products and maintains current knowledge of relevant technologies.

·         Ensures software standards are met.

·         Assists in the writing of briefings (reports on analyses, findings, and project progress), project or task plans, system specification manuals, technical reports and user manuals.

·         Participates in the preparation of technical proposals.

·         May perform systems modeling, simulation and analysis.

·         May be responsible for developing or executing project plans, budgets, and schedules and for the documentation of work and results.


Education and Experience

·         Bachelor’s degree in Computer Science or related discipline plus 0 to 2 years of directly related experience.  Professional certification(s) may be required.

·         In some cases, educational requirements may be adjusted for comparable work experience. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by market survey data.

Familiar with the principles, practices, and procedures used in software and systems development.

Familiar with the principles, practices, and procedures used in software and systems development.

Experience with software development tools and programming languages.

Experience with C/C++ and/or Java.

Experience of web technologies, such as Javascript, Java Web Applications, and Enterprise communication frameworks is a plus

Must have an active US DoD Secret Clearance to begin employment.
