Surface Warfare Area Training Lead Senior Analyst, Tactical Training Group Atlantic (TTGL)

JOB DESCRIPTION:
The Defense Systems Customer Group currently has a career opportunity for a Surface Warfare Area Training Lead Senior Analyst to provide support to Tactical Training Group Atlantic (TTGL) at Dam Neck, Virginia Beach, VA.

The individual in this position will provide program analysis support and serve as a Surface Warfare training program analyst for the TTGL Surface Module Training Lead and staff. Program analysts have experience at the senior level including supervisory experience. Program Analysts, in general, review program (specific) data, evaluate program plans/changes and assist in the preparation of documents with various senior-level, civilian and military stakeholders. They are able to analyze program information, strategize plans, produce quality analytic work in the form of information papers, white papers, briefs, and executive correspondence and effectively present the results in a clear and concise manner when required. Program Analysts utilize time and government furnished equipment/information to accomplish their tasks successfully and promote program efficiencies. They are subject matter experts (SME) in their fields of expertise.

The ideal candidate is an experienced program analyst (with at least five years recent experience) in CSG/ARG operations, experience as a Battle Watch Captain (BWC) or Force Tactical Action Officer (FTAO), and a working knowledge of Command and Control (C2) doctrine and the Standing Rules of Engagement (SROE) / Standing Rules for the Use of Force (SRUF). In addition, he/she will have excellent public speaking, presentation, and time management skills, as well as at least three years of applicable program analyst experience in:
• Surface Warfare (SUW) training and academics.
• U.S. Navy training operations, policy, doctrine, systems, and staff procedures.
• Managing/ prioritizing large, complex projects involving numerous stakeholders.
• Leading working groups and cross-functional teams.
• Leveraging best practices and handling multiple tasks and interruptions with minimal impact on productivity/deliverables.
• Engaging Senior Staff at the Flag Officer/Director/Manager level.
• Conducting fleet training analysis/assessment to identify gaps, training needs and solutions.

Specific Functional Area duties include:
• Develop recommendations for integration of planning tools, shipboard systems, and technology to support team training for command, control, communication, computer and intelligence (C4I), and operational issues relevant to assigned warfare area (SUW).
• Coordinate with numbered fleets, Type Commanders (TYCOM) and other training commands (e.g., Carrier Strike Group Four [CSG-4], Tactical Training Group Pacific [TTGP], Expeditionary Warfare Training Group Atlantic [EWTGL]) as required on matters relating to assigned area of warfare training (SUW) in order to develop synthetic training scenarios, academic curricula, and individual training syllabi in support of Fleet training objectives.
• Review warfare doctrine; tactics, techniques and procedures (TTP); and best practices to ensure de-confliction between naval and joint or coalition organizations.
• Provide subject matter expertise as lead analyst to support identification, development and validation of requirements for assigned warfare area (SUW) operations.
• Prepare and deliver classroom instruction for Surface Warfare topics.
• Provide recommendations for the training of warfare command elements, CSGs, amphibious readiness groups (ARG), and independent deployers (ID) for deployment certifications as required.
• Coordinate training requirements and support for CSGs/ARGs/expeditionary strike groups (ESG) and associated warfare commanders, staffs and units as integrated into fleet training programs.

Qualifications

REQUIRED BACKGROUND/EDUCATION/SKILLS:
• U.S. citizen with Secret clearance.
• Bachelor of Arts or Science degree.
• Active duty military experience at the mid-grade officer level (or higher), including recent experience as a trainer/evaluator on a strike group, numbered fleet, or equivalent DoD staff.
• Five (5) years of technical and general Program Analyst experience (seven years in lieu of degree will be considered)
• Three (3) years of applicable Surface Warfare/training program analyst and Functional Area experience (see detailed tasks above).
• Must possess proven written and verbal communication skills at the senior executive level, be able to act independently, and effectively manage multiple priorities and interruptions with minimal impact on productivity and deliverables.
• Experience in use of MS Office (e.g., PowerPoint) products.

DESIRED EDUCATION/SKILLS:
• Familiarity with the Optimized Fleet Response Plan (OFRP), Fleet Readiness Training Plan (FRTP), and Fleet Training policy documents, including the Fleet Training Continuum (FTC).
• Recent experience in fleet/naval exercises and exercise/event planning.
• Experience in CSG/ARG operations, including assignment as a BWC or FTAO, and working knowledge of C2 doctrine and SROE/SRUF.
• Experience as a Joint Semi-Automated Forces (JSAF) operator.
