Idaho National Laboratory is seeking an individual to serve as the Subcontract Work Office (SWO) Lead and INL Chairman and Subject Matter Expert (SME) for Davis-Bacon activities/issues.
In this role you will provide recommendations to DOE laboratories on items related to Subcontract Work Office (SWO), Construction activities, and Davis-Bacon items. You will function as the INL SME for the SWO, SMEs and as the BEA Davis-Bacon Committee Chairman, ensuring proper Davis-Bacon committee representation. Provide SME support and provide training instruction on Davis-Bacon issues. Develops Operating Contractor recommendations and provides the recommendations to DOE-ID at the Labors Standards Committee meetings.

You will also be responsible to manage the delivery of support services products and services to customers in accordance with individual program, project, and laboratory requirements including training new Subcontract Field Rep’s and training Davis-Bacon Act requirements. Products and services include, but are not limited to, 10 CFR 851 Employee Safety and Health subcontractor/vendor employee tracking document and record management. Requisition review for 10 CFR 851 applicability, work control assignment, determination of Graded Application Checklist, training/testing of INL subcontractor supervision for SRM/RD’s, mentoring new subcontract field representatives. Receipt of subcontractor new hire packets, review for completeness and entrance into security data system for assignment of security number. Authorize subcontractor badging contingent on receipt of required documents and training based upon 10 CFR 851 and laboratory requirements.

BS plus 5-8 years of relevant experience or 13-16 years of relevant experience in a Davis-Bacon work environment. Relevant experience includes: knowledge and skills necessary for Davis-Bacon issues, industry standards, subcontract practices, safety practices, i.e. OSHA 1910/1926 Standards.

Must be physically capable of wearing protective equipment associated with construction.
Must have excellent computer skills including the use of word processors, computer generated cost tracking, and scheduling programs.
Must have an understanding of generation of documentation associated with construction work practices.
Must be able to obtain and maintain an active DOE "Q" clearance.
