Job Overview: (Strategy and Policy Analyst 5)

Analyst position focused on the analysis and/or development of Department of Defense (DoD) and Navy strategies, doctrine, and policy in support of implementation of a new Navy network operations strategy.

Due to DoD Contract requirements, applicants must have a TS/SCI security clearance.

Job Description:

  • Provide operational and technical support to a cyber organization by reviewing and analyzing national security policy and military strategy.
  • Support the production and implementation of comprehensive, long-term, fully integrated DoD and Navy specific strategies for the application of innovative approaches that support the operations of Navy Networks in support of national security and theater specific operations plans.
  • Support the development of strategies, concepts of operations, standard operating procedures, and plans.
  • Support planning and execution of experiments and exercises.

Job Requirements:

The incumbent must have at least eight (10) to ten (10) years of experience in specialized studies and strategy/doctrine/policy analysis. Must have:

  • Experience in military operations, operational and tactical employment of forces and capabilities, operational and or tactical level telecommunications and network operations.
  • Experience with Operational Plans (OPLANS), Concepts of Operations (CONOPS), and briefing senior leadership.
  • Demonstrated ability to conduct research – open source and enclave specific.
  • Demonstrated ability to analyze and represent understanding of operational missions and concepts of operations.
  • Demonstrated ability to analyze, document, and implement changes to processes and procedures.
  • Strong writing skills and be able to provide a writing sample.
  • Demonstrated ability to establish the client relationship, assessing client issues and proposing project solutions; review, coordinate, and summarize client correspondence to assist the project leadership's understanding of client priorities, scope changes, deadlines and deliverables.
  • Demonstrated ability to develop operational concepts and requirements that can be translated into technical requirements.
  • Demonstrated ability to prepare documentation, reports and presentations defining problems, evaluation, and possible/recommended concepts or solutions.
  • Demonstrated ability to present findings with support materials to government/military sponsors, operational commands and organizations. 
  • Demonstrated professional etiquette and ability to interact with leadership and staff personnel in both industry and government/department of defense.
  • Demonstrated ability to use MS Office suite, specifically MS Word, MS Excel and MS PowerPoint

Desired Skills and Experience:

  • MA or MS degree desired.
  • Experience with planning and execution of battle drills, experiments, table top exercises, and full command exercises is preferred.
  • Demonstrated ability to think creatively and communicate thoughts both in terms of structured narrative and visual graphics.
  • Experience with DoD Information Network (DODIN) and Navy networks.
  • Familiarity with Cybersecurity and Cyberspace operations principles and practices.
