ECS is seeking a Statistician to work in our Silver Spring, MD office.  

Job Description:
BACKGROUND

  • The Department of Commerce (DOC), National Oceanic Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Office of Sustainable Fisheries (OSF) has a requirement for a statistician to support the Atlantic Highly Migratory Species (HMS) Management Division. 
  • The HMS Management Division, among other things, develops fishery management plan amendments and regulatory amendments, implements HMS regulations, ensures the public is aware of the regulations and how to comply, and collects and reviews landings and other fisheries data in support of management.  

PROGRAM DESCRIPTION

  • The Office of Sustainable Fisheries (OSF) is a Headquarters program office of NOAA’s National Marine Fisheries Service. 
  • OSF works to manage fish stocks important to commercial, recreational and subsistence fisheries through guidance and support of Regional Offices and Regional Fishery Management Councils. 
  • OSF also strives to facilitate effective communication between and among constituents.  

OBJECTIVE

  • Provide technical support in analyzing data in support of fisheries regulations.  

ACTIVITIES

  • Assist in designing analyses and documenting those analyses regarding complex fisheries data.
  • Assist in reviewing data, conducting trends and statistical analyses, and effectively summarizing data.
  • Present summarized data to staff, answer questions about the data, and adjust analyses/summaries.
  • Evaluate model(s) performance and their utility for fisheries management.  
  • Assist with developing scientific processes and analysis protocols, and the testing of the scientific and analytical procedures used.
  • Provide theoretical analysis as to assist in solving fisheries management problems efficiently.
  • Create modeling tools and products to inform HMS fisheries management decisions.
  • Develop and write scientific processes and analysis instructions, including a user dictionary if requested, that are required to run any model produced and compile the data and train federal employees in these processes and products.
  • Prepare technical reports, publications, presentations, graphs, charts, and other materials for the public as needed.
  • Support fisheries and environmental impact analyses as requested.

Required Skills:

  • Must have a Bachelors Degree
  • Three years of experience conducting statistical analyses, data management, and coding.
  • Experience documenting scientific processes and analyses used for scientific projects.
  • Experience and working knowledge with statistical software such as R, SAS, etc.
  • Experience in Oracle database management, and data quality control/quality assurance methodologies.
  • Experience with SQL programs and programming, and familiarity working with large and complex relational databases.
  • Familiarity with fisheries management and HMS issues is preferred.
  • Demonstrated proficiency for the following skill sets:
    • Excellent verbal and written communication skills (including visual presentation) with both scientific and non-scientific audiences
    • Working with diverse groups of individuals under strict timelines to accomplish goals
    • Working independently with strong time management skills
    • Adaptability to quickly changing priorities
    • Attention to detail
  • Candidate must be able to obtain a Public Trust Clearance which requires passing a thorough background check.
