Staff Software Project Team Lead Engineer

Northrop Grumman Aerospace Systems is seeking a Staff Software Project Team Lead to join our Space Awareness and Global Exploitation (SAGE) Operations and Maintenance (O&M) team in Azusa, CA.

The SAGE O&M SW Team Lead is responsible for leading all phases of SW activities, from inception (proposal development) through completion (contract closeout). This position reports to the Defense Support Program (DSP) Sustainment Contract (DSC) Program Manager.

Primary responsibilities will include but are not limited to:

* Liaison to customers on software changes, data exploitations and overall software needs for the customer

* Develop customer relationships and cultivate customer intimacy to develop further opportunities within the customer community

* Lead a multi-disciplined software team to meet program cost, schedule and technical objectives, through all phases of software development (requirements analysis, architecture, design, implementation, integration, test, delivery and site support)

* Development and delivery of presentations to customers, program management and other program stakeholders

* Support new business opportunities through long term strategic planning, determination of technology investments and proposal development

* Negotiation and establishment of schedule milestones, payment, and other key contract terms and conditions

* Completion and tracking of the Contract Requirements and deliverables

* Ensure software team understands & adheres to the contract scope.

* Working with management to adhere to budget baselines utilizing Earned Value Management (EVM) or similar cost & schedule control methodologies and tools

* Submission of team performance in internal reporting systems (i.e. monthly Business Area Reviews)

* Identifying and developing SW metrics to provide leading indicators on velocity, software quality and productivity

Basic Qualifications:

* Bachelor's Degree in a STEM field (Science, Technology, Engineering, Mathematics) & 14 years of experience in software management, OR a Master's Degree in a STEM field & 12 years' experience in software management

* Demonstrated success leading software teams to achieve a common goal

* Strong understanding of Agile software methods and their implementation

* Ability to develops positive and effective relationships with key stakeholders

* Experienced in the ability to effectively lead issue and problem resolution and resolve conflicts quickly

* Experience with designing, communicating, presenting and documenting complex software requirements, architectures and designs

* Experience presenting software designs and architectures to internal and external customers and stakeholders

* Active DoD Secret clearance

Preferred Qualifications:

* Master's Degree in a STEM field

* Experience leading the performance of tasks on schedule, at cost and achieving all requirements as either project lead, integrated program team or cost account manager

* Experience leading a team with members in multiple geographic locations

* Experience with planning, scheduling, and earned value to initiate, develop, integrate, execute, direct and control software project plans and cost and schedule baselines that meet both program contractual requirements and stakeholder expectations

* Top Secret Clearance or ability to obtain and maintain such clearance
