The Defense Group at Leidos has an opening for a Sr. Targeting Plans and Policy Analyst to support the J2 at U.S. Space Command (USSPACECOM) at Schriever Air Force Base (AFB), Colorado Springs, Colorado. USSPACECOM is the 11th Unified Combatant Command and will perform missions and functions associated with every Combatant Command (CCMD), including several missions unique to the joint space warfighter. The USSPACECOM Intelligence Directorate (J2) will conduct joint intelligence operations and perform critical operational intelligence functions to support missions assigned to USSPACECOM. Primary Responsibilities

The responsibilities of the Targeting Plans and Policy Specialist include, but are not limited to, creating processes and procedures that manage targeting operations of the J23 Targeting Branch. One of the critical duties is to ensure target folders move through the USSPACECOM Joint Targeting Cycle in accordance with doctrine and regulation. This position will ensure newly developed (or recently maintained) targets enter the targeting cycle, go out for IC vetting, get validated to a USSPACECOM operations plan (OPLAN) and are handed off to the USSPACECOM Joint Fires Element (JFE) for target list management. This position shall also write and maintain the intelligence portions of the USSPACECOM Targeting SOP. The Plans and Policy Specialist shall work closely with targeting automation and target list management to ensure USSPACECOM targets are accessible by internal and external organizations for target nomination. The Targeting Plans and Policy Specialist shall integrate target strategies into the JFE validation procedures during steady state and crisis / conflict.

Basic Qualifications

  • Minimum 12 years of experience related Targeting Plans and Policy with at least a portion of the experience within the last 2 years.
  • Must possess an active TS/SCI.
  • Demonstrates mastery of qualitative and quantitative analytic methodologies and pursues developments in academia or other fields that affect tradecraft methodology.
  • Demonstrates ability to define comprehensive, new, or unique research approaches that enable rigorous assessments to address and contribute to high-level tasks.
  • Demonstrates in-depth analysis of analytic operations and knowledge management issues across organizational and intra-IC boundaries and clearly articulates key findings.
  • Demonstrates ability to work independently and with minimal oversight.
  • Demonstrates ability to review analytic products for cogent arguments, tradecraft standards, and adequate support for conclusions; routinely tests analytic rigor of analytic products.

Preferred Qualifications

Desired education/training: Masters Degree in an area related to Targeting Plans and Policy from a college or university accredited by an agency recognized by the US Department of Education.  In lieu of a Masters Degree, have a Bachelors degree in the same area and a total of 17 years experience in Targeting Plans and Policy.

The Targeting Plans and Policy Specialist shall have at least four years of experience relevant to target development management and requirements and will have successfully completed an in-resident Joint Targeting course, or the Geospatial Imagery / Targeting Analyst course, or the Air Operation Center Course.
