Sr Property Administrator

Raytheon Intelligence, Information and Services (IIS) is seeking a Property Administrator that will handle property activities. The ideal candidate will have a working knowledge and/or experience in Property & asset management (FAR regulations) as well as a general understanding of supply chain techniques including Requisitioning, Workflow Coordination, Receiving, Data Entry, Inventory, Shipping, Transportation, and Audits. Attention to detail in daily operations is a must and requires the individual to work in a fast paced environment. We are looking for a professional with a proven ability to fulfill customer requirements, be a self-starter, and driving positive results to meet customer, business, and team goals.

Duties and Responsibilities:
The Sr. Property Administrator coordinates property control activities to ensure continual accountability of government, associate contractor, or company property in accordance with applicable government regulations or corporate policy. Maintains property accountability records and determines condition and arranges disposal of surplus or obsolete material or equipment. Contacts potential users and negotiates transfers. Conducts and/or supports all property related audits; provides guidance on government regulations pertaining to property accountability; develops, recommends, and implements property administration policy; and prepares periodic and special purpose reports relative to such matters as taxes, rentals and leasing, insurance, facility usage, etc. The Sr. Property Administrator will be responsible for ensuring accountability of property through its lifecycle to include acquisition, receipt, utilization, tracking, transfer and disposal of government/customer property and materials as well as ensuring inventory record accuracy. A working knowledge of supply chain and logistics activities will guide the candidate to properly execute property administrator responsibilities and therefore, cross training in receiving, warehousing and shipping execution and activities daily will be an integral part of this role. The Sr. Property admin will manage the flow of goods, services, and information from origin through delivery in order to meet customer requirement and will identify strategies to ensure the execution and continuous improvement of standard logistics processes, such as replenishment systems, data interchange systems, demand management, electronic data systems administration, warehouse operations, and related functions.

In this Sr. Property Administrator position, the candidate will report to the West Coast Logistics and Asset Management (LAM) Manager and be responsible for providing support to and driving accountability and compliance for all IIS Company, sub-contractor and government property.

The position requires close interface across business units (IIS, SAS, IDS, etc) as well as functional teams including, but not limited to Quality, Engineering, Program Management, Finance, Supply Chain Procurement, Contracts, Property Management, warehousing personnel and 3PL’s.

Job related activities may require some travel and hours of operation are contingent upon meeting customer requirements on time.

Required Skills:
• 4+ years of applicable experience
• US Citizen with ability to obtain Secret Security Clearance in a reasonable timeframe
• Significant experience with Property Management ideally in a government contractor environment
• Significant knowledge of Federal Acquisition Regulations (FAR) for management of government property
• Broad knowledge of Import/Export requirements
• Knowledge of various databases: such as UPS, APEX, ICMS, IOT Db, Government eTools (PCARSS, Loss, Registry)
• Basic understanding of logistics and supply chain activities
• Proficient in Microsoft Office Tools
• Practical knowledge of property, inventory, material practices and standards
• Knowledge of Federal Acquisition Regulation (FAR) 52.245-1, the Government Property Clause, and a basic understanding of the Department of Defense (DoD) and other federal agencies doing business with a defense contractor. This include familiarity with and experience with the property outcomes.
• Ability to obtain National Property Management Association (NPMA) Property Certification.
• Working knowledge of RFID and IUID virtual and physical requirements.

Desired Skills:
• Certified Professional Property Specialist (CPPS) or higher
• Core knowledge of SAP/PRISM software system
• Excellent data mining skill
• Current Secret Security Clearance

Required Education (including Major):
• Requires a Bachelor’s Degree in Business Administration, Supply Chain Mgmt or similar or equivalent combination of education and experience (Bachelor degree = 8 years of additional applicable experience).

This position requires either a U.S. Person or a Non-U.S. Person who is eligible to obtain any required Export Authorization.
