Sr. Project Planner (Biotechnology)

Job Description

General Dynamics Information Technology – Federal Civilian Division is currently looking for a Sr. Project Planner to join our team to support the Department of Army. This position is based in Frederick, Maryland.

Primary Responsibilities

The Sr. Project Planner will support the Neurotrauma and Psychological Health Project Management Office (NPH PMO) at USAMMDA.  The project planning support includes the following tasks:

  • Work with personnel in the NPH PMO, to include the Director/Project Manager (PjM), Deputy Director/PjM, Branch Chiefs and staff members, to create, maintain, coordinate and communicate project schedules for current and new products within the portfolio.
  • Utilize expertise in Microsoft Project to develop project plans for various NPH products.
    • Perform schedule analysis in support of assigned programs or projects.
  • Track plans and schedules; perform risk analysis; and identify, analyze, and resolve the critical path and help prepare a recovery plan.
  • Utilize Gantt, PERT, milestone charts, and other project management techniques to gauge progress and identify performance variances to facilitate focus and intervention on critical areas.
    • Identify the possible project risks in terms of time and maintain risk log
    • Create and manage issues tracking
    • Create and manage change control/change requests
    • Track resources and resource optimization
  • Work closely with NPH PMO to determine and document stakeholder needs and requirements to meet the objectives of a clinical study:
    • Identify assumptions, define and validate scope, create a Work Breakdown Structure (WBS) in Microsoft Project that establishes the framework of what must be delivered.
    • Determine Sequence Activities
    • Estimate Activity Durations and Required Resources
    • Develop Schedule and identify the critical path
    • Support the monitoring and controlling of the schedule
    • Identify strategic and tactical risks in the scheduling and planning process.
  • May lead or participate in scheduling status reviews and conduct briefings
  • Successfully communicate with personnel at various echelons through the use of effective interpersonal and communication skills. 
  • Support numerous efforts and effectively prioritize and multi-task requirements that have a direct impact on the product portfolio.
  • Participate in special projects as required.


Performs complex administrative and analytical tasks in support of a contract program


Bachelor’s Degree in a related discipline, or the equivalent combination of education, professional training, or work experience.  

  • 5-8 years of related experience in project management and/or developing detailed project plans.
  • Experience providing Project Management and/or Risk Management support within the biotechnology industry, preferred.
  • Proficiency in MS Project required
  • Intermediate MS Word, PowerPoint, and Excel skills
  • Strong interpersonal, written, and oral communications skills.
  • Detail oriented and organized.
  • Public Trust required
