If you would like to be part of those decisions, then the Advanced Test Systems Engineering Center (ATSEC) is the place for you.
The Advanced Test Systems Engineering Center (ATSEC), within the Systems Test Directorate, is comprised of five departments and an engineering population of approximately 450+ employees, and produces over $300M+/year of delivered products. The ATSEC organization has the responsibility to grow and sustain the Systems Engineering competencies throughout all test activities, and to make test more affordable, credible, agile, and robust.

Within ATSEC, the Test Systems Engineering (TSE) Department has the responsibility to develop test strategies and provide test solutions for the customer's entire product life cycle, including developing, integrating, and executing test strategies and solutions to guarantee product performance, producibility, and warfighter suitability.

Test Strategy and Architecture - As a senior engineering leader, the Test Architect (TA) will be accountable for architecting a technically sound approach for the Test and Evaluation (T&E) strategy for the entire lifecycle of the product along with influencing the prime item architecture to support that strategy.

Test Strategy & Architecture – Across the entire product lifecycle: Proposal, Development Integration Test and Evaluation, the factory solution and strategy to support the product in the field once it’s deployed.

Identify and understand technology risks and Raytheon RMS system design concepts supportive of incremental technical maturity/risk mitigation assessments.

Understanding of Technology Readiness Levels (TRLs), and Manufacturing Readiness Levels (MRLs):
Will apply their career experiences to architect T&E events and environments which efficiently and effectively utilize models, simulations, test beds, prototypes, and full-scale Engineering Development Models (EDMs) to satisfy development and environmental/qualification objectives and to satisfy an appropriate affordable solution for production.

Customer Interaction:
Be capable of identifying and specifying additional requirements, as necessary, for capital, contract, and government assets (e.g., Government Labs and Test Ranges)

Drive Customer Affordability:
Engagements will steer requirement flow down and iterative requirement error analyses to be supportive of well-defined test requirements and realistic parametric test limits with cost-effective achievable measurement uncertainty implications.

Seek opportunities to drive improvements in product affordability through increased built-in-test capabilities and decreased lifecycle needs for common and peculiar support equipment.

Leadership & Business Acumen:
In addition to having a strong technical competency in Test & Evaluation, the TA will possess have proven leadership capabilities demonstrated at level the Integrated Product Team Leaders for a major development acquisition program (MDAP).

U.S. Citizenship status is required as this position needs an active U.S. Security Clearance as of day one of employment.

Required Skills:

  • U.S. Citizenship is required
  • Active DoD Secret Clearance. SSBI desired.
  • Minimum of 10 years’ experience with systems verification, validation, integration and test or related experience
  • Have a strong network established within the DoD T&E community:
  • Services T&E – AFOTEC (Air Force Operational Test and Evaluation Center)
  • DASD-DT&E, DOT&E (Deputy Assistant Secretary of Defense for Developmental Test & Evaluation)
  • ATEC (Army Test and Evaluation Command)
  • COMOPTEVFOR (Operational Test and Evaluation Force)
  • MCOTEA (Marine Corps Operational Test & Evaluation Activity)
  • Technical expertise in test methodology for Electro-Optical and RF systems.
  • Demonstrated understanding of the DoD 5000.02 process, with focus on the T&E aspects.
  • The Test Architecture understands the role of the DoD Key Leadership Position, the Chief Developmental
  • Tester (CDT) and the expected interactions with the CDT.
  • Experience with development, environmental qualification, production manufacturing, depot/repair and or operations testing
  • Technical leadership with new business capture/pursuit experience including contribution or authoring of white papers, RFI responses, proposal of technical volumes or related experience

    Desired Skills:
  • Strong presentation skills and has had experience briefing to the customer at the military pay grade 0-6 level and higher.
  • Good business acumen and has demonstrated the ability to make a business case and the value proposition for technical decisions being made.
Required Education:
Bachelors of Science (B.S.) in math, engineering, science or related technical field. Advance degree preferred

The Defense Industrial Security Clearance Office (DISCO), an agency of the Department of Defense, handles and adjudicates the security clearance process. Security clearance factors include, but are not limited to, allegiance to the US, foreign influence, foreign preference, criminal conduct, security violations and drug involvement.
