The Whole Life Systems Engineering (WLSE) Directorate is responsible for ensuring our products are Safe, Reliable, Maintainable and are under configuration control. Our WLSE disciplines participate in the total life cycle of our products from conception to deactivation. The Data Management, Engineering Intelligence and Execution (DEX) departments support RMS programs by pursuing synergies between the disciplines enabling affordable, innovative, and effective customer solutions. This department will provide the foundation for timely delivery of quality products to our customers - and timely receipt of quality products from our suppliers - through all program phases. We ensure data integrity and subsequent retrievability of such data essential to customers, business partners, and RMS personnel.

We have a need for Sr Principal Systems Engineer with Project Management or Program Leadership experience with a technical background capable of supporting programs at different phases within the lifecycle. The engineering leader position will be defined by the complexity of the program or project. The Engineering Leader takes responsibility for engineering work products to include hardware, services and data ensuring Contractual, Export/Import, and RTN policies and requirements are fulfilled. This person is responsible for analyzing engineering proposals and related technical data to determine feasibility of assigning new requirements or modifying existing requirements.

The Candidate will take day to day direction from Product Line Leadership working with functional and Program Leadership to make certain Product Line projects and requests meet cost, schedule and technical performance requirements. The Engineering Leader is also expected to work closely with the Team of Five and functional leads to ensure their efforts meet the technical and business needs of the Product Line.


Responsibilities include, but are not limited to, the following:

  • Provide strategic guidance to programs in AMDS and other matrixed, functional leadership who are responsible for information assurance and cyber hardening efforts
  • Partner with cyber security community with Raytheon businesses, MS product lines, and functional leaders to successfully execute and achieve all program milestones
  • Develop and execute compelling market strategies along with competitive program win strategies that yield results and identify and develop approaches to pursue new opportunities to increase business base
  • Prepare and present executive level briefings to business leadership teams, senior executives, internal and external customers
  • Create cyber vision for development and production IPTs
  • Work with cross-functional and multi-company teams to translate customer needs and technology trends into solution definitions that provide customers with a flexible, cost-effective staffing and technical framework
Requirements:
  • This position requires the eligibility to obtain a security clearance. Except in rare circumstances, only U.S. citizens are eligible for a security clearance.
  • Minimum ten (10) years’ related experience
  • Possess a minimum of an active U.S. Government Secret clearance, with the ability to obtain and maintain a Top Secret clearance
  • Direct Cyber Program Management experience including management through development, production, test engineering of complex systems of systems with large numbers of COTS software and hardware products and custom software configuration items. Experience with the integration of COTS and/or Free and Open Source Software
  • Experience with security features and/or vulnerability of various operating systems as defined by NSA, NIST, DISA (STIGs) and USCYBERCOM
  • Understanding of Systems Engineering requirements, specifications, and Experience implementing DoD and Federal IA Risk Management Framework (RMF) Processes, assessing and validating compliance with IA controls and developing and maintaining associated A&A documentation

Desirable Skills, Experience:

  • Proven experience leading internal, vendor and customer meetings focused on the identification of solution requirements and alignment of those requirements with business and third party products/capabilities providers
  • Experience developing and implementing strategic plans. Strategic mind-set capable of tackling complex problems
  • Ability to organize, multi-task and prioritize tasks in a fast paced, deadline driven environment
  • Excellent leadership and team-building skills including leading matrixed teams
  • Excellent communication skills – experience in preparing and delivering briefings for leadership, customers and senior management
  • Proven ability to capture/justify supporting Basis of Estimates (BOEs)/manpower requirements and ensure the successful inclusion of cybersecurity principles, activities and necessary resources (personnel and tools)
  • Raytheon PM Certification Level 5 or PMP certification
  • ITIL v3 Information Technology Infrastructure Library Foundations or higher
  • Experience working U.S. Government contract proposals as an Information Assurance/ Information Security Engineering subject matter expert
  • Holding at least one (1) industry-standard information security management certification from a vendor or product neutral certification entity (e.g., CISSP, ISC2, ISACA, GIAC) or obtain one within one year
  • Advanced degree preferred in Engineering, Information Systems, Management, or Mathematics
  • Possess an active Top Secret clearance

Required Education (including Major):

  • Bachelor of Science in Engineering (Electrical, Mechanical, Optical, Aerospace, Systems) or Physics (STEM Degree); Master of Science Degree preferred. ABET is the preferred, although not required, accreditation standard

This position requires the eligibility to obtain a security clearance. Non-US citizens may not be eligible to obtain a security clearance. The Defense Industrial Security Clearance Office (DISCO), an agency of the Department of Defense, handles and adjudicates the security clearance process. Security clearance factors include, but are not limited to, allegiance to the US, foreign influence, foreign preference, criminal conduct, security violations and drug involvement.
