Sr. Principal Engineering Logistics Specialist

The Seapower Whole Life Engineering & Support Department is seeking a senior level experienced Logistic Specialist to support the Seapower Capability Center (SCC) programs. The Logistics Specialist is responsible for the development, maintenance and management of detailed logistics supportability analysis and provisioning data for all hardware (& software) under the SCC.

The candidate must understand the entire logistics life cycle to ensure systems developed are supportable and maintainable throughout the entire life cycle. This position offers an opportunity for an individual with hands-on logistics engineering expertise with strong interpersonal skills to demonstrate their leadership ability, team building and technical skills. This person will work closely with Engineering, Program Management, Business Development, engineering solution architects, Integrated Supply Chain and operations personnel during all phases of the product life cycle.

Specific responsibilities include:

  • Applying advanced logistics principles, theories and concepts
  • Developing solutions to complex logistics problems that require ingenuity and creativity
  • Development and implementation of sustainment strategies, including Performance Based Logistics (PBL) and Public Private Partnerships (PPP)
  • Development of Logistics Support Analysis (LSA) and Product Supportability Analysis (PSA)
  • Interfacing with customers to ensure developed logistics concepts and approaches meets the needs of the warfighter
  • Coordination of Technical Manual and Illustrated Parts Breakdown (IPB) development
  • Generation of monthly metrics in support of program reviews, customer data requests and Contracted Deliverable Requirements List (CDRL) submittals
  • Working with Operations and Engineering to develop Logistics analyses
Whole Life Engineering Directorate (WLED) is an Engineering organization whose main objective is to influence hardware, software and systems throughout their life cycle to ensure effective operation, maintenance, reliability and economical ownership by the customer and end users. WLED is comprised of multi-disciplined Engineers responsible for all phases of the program from inception to system end of life. Engineering disciplines include PICC, Risk & Opportunity, Reliability, System Safety, Failure Reporting Analysis and Corrective Action System (FRACAS), Logistics Engineering, Parts Risk and Obsolescence Management, Technical Manuals and Training.

Required Skills:

  • 10 + years of related experience with supportability and integrated product support
  • Experience with logistics support analysis tools such as Enhanced Automated Graphical Logistics Environment (EAGLE) Logistic Support Analysis Record (LSAR), Experience with logistics support analysis tools such as Interactive Computer Aided Provisioning System (ICAPS) EAGLE, PowerLOG-J, SLICWave or equivalent OR Similar Systems And Tools.
  • Experience and understanding of Technical Data Packages (drawings, parts lists, and electrical schematics), and experience generating and interpreting part lists
Desired Skills:
  • Active Secret Clearance or eligibility to obtain Secret Clearance
  • Experience in the development and Maintenance of Logistics Management Information (LMI) Databases in accordance with GEIA-STD-0007, and/or MIL-STD-1388-2B, MIL-PRF-49506
  • Complete and thorough understanding of Department of Defense (DoD) logistics including the 12 elements of Integrated Logistics Support (Design Interface, maintenance planning, supply support, support equipment, technical data, manpower, personnel & training, training & training support, packaging, handling, storage & transportation (PHS&T), facilities, computer resources, Obsolescence Management, and Configuration Management)
  • Experience in producing standard Logistic Analysis reports ( i.e. LSA-024. LSA036, LSA-151) and Support Equipment Recommendation Data (SERD)
  • Demonstrated strong communication and organizational skills
  • Ability to work on multiple projects involving resources from multiple sources
  • Knowledge of Earned Value Management System (EVMS) principles (CPI, SPI, TCPI, etc)
  • Experience interacting and working with Navy/DoD customers, including aspects of acquisition, sustainment, and/or fleet personnel
  • Experience with Readiness Based Spares (RMS) Modeling, Spares Analysis and Spares List Development
  • Experience in S1000D Technical Manuals
  • Experience developing Level of Repair Analysis (LORA)
  • Experience developing Calibration and Measurements Requirements Summary (CMRS)
  • U.S. military logistics (military or civilian)
  • Experience with Microsoft Excel and/or Microsoft Access, developing and updating macros
  • Experience or familiarity with Performance Based Logistics (PBL) concepts
  • Experience or familiarity with Naval Sea Logistics Center (NAVSEALOGCEN), Naval Supply Systems Command (NAVSUP)
  • Earned Value Management System (EVMS) certification
  • Experience in technical and cost proposal development
  • Knowledge and understanding of DoD PBL and PPP requirements
Required Education:
  • BS/BA in Engineering, Mathematics, science, or a related (STEM) technical field. 8+ years of equivalent professional experience may be considered in lieu of a BS/BA (each two years of related experience can substitute for one year of College)
