Sr MPM Specialist

The Senior Material Program Specialist creates, manages and executes the material program strategy (MPS) and the material program plan (MPP) to ensure program competitiveness and performance from the front end of the business through contract closure. Key activities include: financial management (i.e. Earned Value Management System, budgets, targets, working capital, material sales, etc.); supplier manager (i.e., Line of Balance/Purchase Order Place plans, Supplier Risk/Opportunity management, supplier performance, supply chain metrics, make buy/make where strategies, tactical/strategic sourcing, etc.), and requirements management (i.e. FAR/DFARS, ITAR, OPSEC, security classification guides, public law, quality, warranty, etc.) The Senior Material Program Specialist identifies and secures Supply Chain resources to support the capture and execution plans and manages the overall supply chain responsibilities on a development program.

Key Responsibilities:
  • Obtain released Technical Data package (TDP)
  • Overall Supply Chain Management (SCM) status reporting and overall execution of program SCM strategy Material Requirements Planning (MRP)/critical path analysis for discrepant material as related to end item deliveries
  • Preliminary program strategy, proposal and communication
  • Coordinate supply chain budget inputs and develop front end of the business (FEOTB) budget plan for pre-proposal
  • Possible Supplier Diversity identification
  • Assist with Supply Chain proposal activities including task descriptions and basis of estimates to support Prince To Win strategies – gates 2-11
  • Maintain Material Acquisition lead-time in PRISM
  • Support timely purchase order (PO) placement
  • Supplier Contractual Performance and change management
  • Develop and Lead Supplier Recovery Plans
  • Provide SCM review and manage sign-off approval for configuration control board (CCB) material
  • Provide Supplier Surveillance
  • Review Request for Quote (RFQ) / Request for Proposal (RFP) to Suppliers
  • Disposition property, all closeout excess factory material, and all closeout inventory material
  • Support SCM risk/opportunities, price variance analysis, and source selection/ supplier integrated product teams (SIPT’s)
  • Aid in Supplier Performance – Supplier Business Reviews
  • Support SCM Metrics
  • Work with contracts and Supply Chain advisor to create material contract briefs (MCB) and flow down to procurement
  • Supports SCM content – Labor/Materials/Major Sub/Small Business Plan, etc.
  • Assist in line of business (LOB) ownership
  • Help with the prioritization of assets
  • Support Adsubcon – Outside Shop Order/Purchase Services
  • Return to vendor (RTV) management
  • Support Diminishing Manufacturing Source (DMS)/ Obsolescence/ Life time buy (LTB)
  • Provide support for performance of purchase orders/subcontracts utilizing Raytheon enterprise
  • Coordinate Tech Evaluation for price cost analysis
  • Aid with Material Program Strategy (MPS)/ Material Program Plans (MPP) and Material Sales Forecasts for assigned programs
  • Support make/buy/where process
  • Support earned value management and financial management, including Material Estimates at Completion (EACs) and Material Forecasting
  • Assist with collaborative agreements
  • Help with International SCM support/issues

Required Skills:
  • Minimum 4 years directly related work experience in Supply Chain or related work experience
  • Experience in Microsoft Office (Word, Excel, Power Point)
  • Must be able to obtain Secret clearance within one year of start date
  • U.S. Citizenship status
Desired Skills:

  • Previous Procurement/Subcontracts experience
  • Microsoft Project knowledge
  • Experience with SAP/PRISM and the Supply Chain suite of tools
  • Technical knowledge of related hardware applications as well as knowledge of operational and manufacturing processes (assembly, integration, and test)
  • Experience collaborating with Subcontract Administrators
  • Experience with government regulations (i.e., FAR/DFAR, ITAR/EAR, TINA, etc.)
  • Be a proven problem solver
  • An individual who can exert influence and have an effect on the overall objectives and long-range goals of the program and the program Integrated Product Team (IPT)
  • Fluency in Raytheon systems, processes, and procedure
  • Raytheon Six Sigma Specialist
Required Education:
  • Bachelor’s Degree
Desired Education:

Master's Degree (MA, MS, MBA) or equivalent
