Sr. Manager-Program Management


Raytheon Intelligence, Information and Services (IIS) is seeking a NISSC Delivery Order (DO) Program Manager to join our team in support of the U.S. Air Force North American Aerospace Defense Command (NORAD) Cheyenne Mountain Complex Integrated Tactical Warning/Attack Assessment (NCMC-ITA/AA) Sustained Support Contract (NISSC). NISSC provides accurate, timely, and unambiguous warning and attack assessment of Air, Missile, and Space threats with daily visibility of National Command Authority leaders including the President of the United States.

The NISSC Delivery Order (DO) Program Manager is accountable for DO portfolio performance on the NISSC Program. The DO Program Manager leads a team of experienced project managers in executing multiple inter-related delivery orders through the entire project lifecycle including: pipeline development, pre-RFP coordination, proposal development, start-up, execution and close-out. Duties includes cross-functional team coordination, stakeholder engagement, setting performance goals, overseeing DO business process effectiveness, and the direct supervisor to members of the DO leadership team.

Wholly accountable for strategy development, roadmap/pipeline development, capture strategy, bid/proposal, and execution of a complex interrelated portfolio of ten-plus concurrent Delivery orders. Matrix employees are sourced from across Raytheon, and subcontractor employees are sourced from a pool of teammate companies.

Position expertly applies best practices including multi-discipline Raytheon best practices, Earned Value (EV) Management System, and Integrated Product Development System (IPDS). Position requires direction of a multi-discipline team to achieve Agile and DevOPS in EV environment. Led out of Colorado Springs, geographic locations include CMAFS, VAFB, OAFB, Pentagon and multiple COCOM locations. Customer organizations include buyers and warfighters including COCOMs. Position must integrate technical and programmatic analyses to the benefit of NISSC-covered systems.

Position reports directly to the Program Director, and has hiring, promotions, terminations and reward authority over program management staff, in coordination with NISSC program director. Position manages a 300-person multi-discipline team affecting technical, schedule and cost performance across a large portfolio of separate and distinct contracts (each with own POP, SOW/SOO/PWS, Fee plans and technical requirements).

Position requires application of Earned Value Management System, Raytheon program management best practices and IPDS across multiple functional departments. In-depth knowledge in Basis of Estimate (BOE) development, program baselining, and program management execution required daily.

Program requires experienced leader driving significant growth of the existing portfolio through oversight and direction of capture management, proposal development, execution and communication at senior customer level. Specifically, the DOPM is required to strategically and jointly develop the delivery order roadmap with the customer program manager, and drive all actions necessary for capture and execution of additional delivery orders, managing a complex integrated baseline. Position requires overseeing the time-phased resource (demand) planning for the NISSC enterprise, in consultation with the sustainment team, to ensure accurate and forward-looking demand prioritization within the DO portfolio, as well as de-confliction with demand prioritization outside the DOPM portfolio control within the NISSC sustainment program. Demand management planning/execution is critical to program performance and business goal realization.

Required Education (including Major):
