Job Description:

The Defense Group at Leidos has an opening for a Sr. Controlled Access Program (CAP) Technician to support the J2 at U.S. Space Command (USSPACECOM) at Schriever Air Force Base (AFB), Colorado Springs, Colorado. USSPACECOM is the 11th Unified Combatant Command and will perform missions and functions associated with every Combatant Command (CCMD), including several missions unique to the joint space warfighter. The USSPACECOM Intelligence Directorate (J2) will conduct joint intelligence operations and perform critical operational intelligence functions to support missions assigned to USSPACECOM. Primary Responsibilities

The responsibilities of the CAP Technician include, but are not limited to, serving as a CAP security specialist with an emphasis on life cycle program protection management for USSPACECOM. The contractor shall reduce the chances for espionage, terrorism, and threats of unauthorized disclosure and / or compromise of information or material considered vital to command mission interests, national defense or national security and develop, implement and integrate CAP program protection requirements in support of USSPACECOM essential program information, operations, technologies and systems during the DoD acquisition process. As the CAP / Special Access Program (SAP) / Special Access Required (SAR) subject matter expert, the contractor shall provide detailed knowledge of DoD, IC, services, and mission partners’ CAP / SAP / SAR policies, plans and procedures. The contractor shall recommend and execute “cradle to grave” security and program protection as it relates to USSPACECOM operations and equities. The contractor shall train all associated personnel on individual CAP / SAP program protection requirements and processes and provide all CAP / SAP / SAR security operations and analysis decisions / recommendations in appropriate formats to meet DoD and USSPACECOM requirements.

Basic Qualifications

  • Must possess an active TS/SCI.
  • Minimum experience requirements: 12 years of experience related to Controlled Access Program Technician duties and responsibilities with at least a portion of the experience within the last 2 years.
  • Demonstrates ability to work independently and with minimal oversight.
  • Demonstrates ability to review analytic products for cogent arguments, tradecraft standards, and adequate support for conclusions; routinely tests analytic rigor of analytic products.
  • Demonstrates mastery of qualitative and quantitative methodologies for identifying, monitoring, and assessing foreign intelligence efforts attempting collection of sensitive national security information on U.S. persons, activities and interests, including threats posed by emerging technologies to U.S. operations and interests.
  • Demonstrates ability to conduct, develop, produce, and present programs of instruction in specified controlled access program, and related or supporting security processes under DoD authorities.
  • Demonstrates in-depth analysis of and articulation of operational risk, risk mitigation, and threat identification issues across organizational and intra-IC boundaries.
  • Demonstrates the ability to apply understanding of foreign intelligence capabilities / activities and U.S. and foreign partner security capabilities.

Preferred Qualifications

  • Masters degree from a college or university accredited by an agency recognized by the US Department of Education.  In lieu of Masters, candidate would have a Bachelors degree and 17 years of related experience.
  • Must be able to obtain and maintain a TS/SCI with CI Poly
