Sr Contract Negotiator

Raytheon Space and Airborne Systems (SAS) has a position within the Secure Sensor Solutions (S3) Business Area with primary responsibilities supporting the GPS & Navigation Systems (GNS) Product Area, with a concentration on the F-35 Program.

Duties will include participation in the front-end assessment of business pursuits, proposal preparation, contract negotiation, contract administration, and significant customer activities to provide for proper contract acquisition and fulfillment of contract requirements in accordance with company policies, legal requirements, and customer specifications. Candidate must be able to readily adapt in a challenging, fast-paced environment dealing with complex contracting matters. Candidate must have the ability to work independently with minimal oversight, to be able to research compliance issues, interpret regulations, and formulate recommendations. This person will act as the primary interface with customers during the proposal and contract management phases and must be prepared to negotiate sound business deals with our customers as well as provide governance to the program team in carrying out the terms of the contract.

In this role, you’ll use your skills as a collaborative independent thinker in working with the program leads in formulating and executing business strategies to reduce risk, enhance customer satisfaction and support the generation of additional or new business opportunities. Other duties will include identifying risks and managing the administration of contracts post-award.

Selected candidate will report to the Manager, Program Contracts –– GPS & Navigation Systems (GNS).

Required Skills:
  • Minimum 6+ years professional contracts or related experience preferably in a Government contractor environment similar to Raytheon
  • Recommending solutions or alternate proposals to mitigate and manage risk
  • Participation in development of winning proposal strategies
  • Acting as key team member of the capture team and establishing negotiation tactics, targets and minimum acceptable position for management
  • Ensuring the customer’s requirements are fully understood and flowed through to the team and to external suppliers
  • Coordination with various functional stakeholders across the enterprise to ensure the company’s interests are protected
  • Representing the company as primary interface with customers during all phases of procurement
  • Knowledge of government contracting including FAR and DFARs
  • Mature judgment, proactive involvement in strategic issues and problem resolution skills are required.
  • Strong knowledge of contractual terms and conditions must have problem solving and people skills and the ability to assist Program Managers in achieving their financial and performance goals and objectives.
  • Able to work within a team and foster teamwork and trust from both external and internal customers.
  • Experience with and in-depth knowledge of various contract types and change Management
  • Outstanding written and verbal communication skills and influencing skills.
  • Team Player with strong interpersonal skills working effectively within team environment and customers to drive results.
  • Demonstrated business acumen with the ability to clearly recognize risk elements in business transactions with respect to cost management, earned value, funding management, reporting, etc.
  • Experience multi-tasking while meeting customer deadlines.
  • Experience researching compliance issues, applicable regulations and laws, and formulating recommendations to management.
  • Experience negotiating contract terms, conditions and change management.
  • Experience with various contract types (CP, FFP, T&M, IDIQ).
  • DoD Secret Clearance or ability to obtain one.
  • U.S. Citizenship status is required as this position will need a U.S. Security Clearance within 1 year of start date.
  • U.S. Citizenship status is required as this position will require the ability to access US only data systems.

Desired Skills:
  • Ability to obtain a TS clearance
  • NCMA certification (CPCM or CFCM)
  • Working knowledge in the use and application of APEX, ICMS and SAP

Required Education: Bachelor’s Degree in Business, Finance, Law or related field
