Special Security Technician - Personnel Security (SURGE 15)

Overview

We are seeking a SPECIAL SECURITY TECHNICIAN / PERSONNEL SECURITY to support the United States Forces Korea (USFK), Assistant Chief of Staff, J2 (ACofS, J2) JIOC-K.

The JIOC-K's efforts focus on detecting enemy threats, managing intelligence, Intelligence, Surveillance, and Reconnaissance (ISR) activities, analyzing enemy actions and information to determine enemy's probable courses of action.

 

The overall analytic effort strengthens Defense Intelligence and provides relevant, timely, objective, and cogent all source Defense Intelligence to the Commander and other users, and transforming theater intelligence activities to better leverage the capabilities of the theater and global intelligence communities and safeguard United States personnel and interests within the Korea Theater of Operations (KTO).

 

This position offers the following negotiable allowances: relocation package, incentive pay for a two year commitment, annual DODDS school tuition, housing allowance, and relocation allowance pending JIOC-K move from Yongsan to Pyongtaek.

Responsibilities

Tasks that the contractor shall perform include but are not limited to the following:

  • Assist in reviewing, correcting, processing and tracking requests for security investigations and collateral/SCI clearances.
  • Assist in performing preliminary reviews of investigation reports, and recommends an initial determination of the investigated results in Joint Personnel Adjudication System (JPAS).
  • Receive, in-process and issue SCI-access security
  • Assist in developing appropriate courses of action in determining SCI-eligibility.
  • Out-process all personnel ensuring JPAS relationships are removed; account for all security badges issued and for destruction.
  • Assist Government with Sensitive Compartmented Information (SCI) indoctrination briefings and SCI
  • Assist in performing accountability audits of issued security badges and accesses granted with Personnel Security files.
  • Maintain daily oversight of JPAS notifications and respond to SCI indoctrinated personnel
  • Assist in developing local guidelines for personnel security program
  • Recommend appropriate actions if derogatory information is developed on individuals who have access to classified information or security
  • Assist in resolving a variety of conventional security problem, questions, or situations dealing with personnel security regulations.
  • Coordinate with tenant security managers and SSO's to verify or clarify information pertinent to security clearance
  • Advise on policies and procedures for the command security; review requests for clearances, interview employees and request investigations from the appropriate organization.
  • Assist in maintaining the approved visitor con1rol log, verifying visit messages are passed to the appropriate organization.
  • Provide unofficial foreign travel reporting for SCI indoctrinated.
  • Assist in processing Special Action, such as derogatory information case reporting,
  • Assist in preparing and submitting contractor nominations to adjudicative authorities.
  • Send and receive Record Message Traffic (RMT) for requesting/receiving indoctrination requests and visit/permanent certification requests.
  • Assist in reviewing JPAS and Scattered Castle data; reporting
  • Assist with periodic security spot checks throughout facilities to determine
  • Assist the staff with advice and assistance to resolve problems and make recommendations for more efficient security
  • Draft, review, prepare and/or submit National Agency Checks for foreign
  • Review and reconcile cellular telephones monthly bills
Qualifications

Minimum Qualifications:

  • Strong ability to expeditiously resolve potential security problem, questions, or situations. Experience with SCI indoctrination briefings and debriefings, in-process and issued SCI-access security badges, out-processing personnel and ensuring DISS JVS is updated.
  • Experience with security badge accountability
  • Experience supporting military operations.
  • Able to surge support during two exercises per year.
  • Experience in preparing and submitting contractor nominations to adjudication, sending and receiving message traffic for indoctrination requests and visit/ permanent certification requests

Desired Qualifications:

  • Korea experience
  • Experience working in a Coalition environment.
  • Familiar with the Status of Forces Agreement (SOFA) for Korea
  • Experience working SSO issues for NRO, DIA, and INSCOM.
  • Experience in drafting, reviewing, preparing and/or submitting National Agency Checks for foreign officers.

Education:

  • Mid-Level: Bachelor or master's degrees with 4-6 years of experience, or, specialized training & 4-8 years-experience, or, equivalent academic experience.

Clearance Requirements:           

  • Must have active TS/SCI clearance. CI Polygraph eligible.

Individual contractors serving in hostile areas are authorized by the Contracting Officer, subject to the Theater Commander's policy on the matter to carry Government-issued side arms/weapons and in accordance with USFK contingency conditions clause
