Software Team Lead

Provide software engineering expertise and leadership in support of the sustainment and enhancement of range software applications used by Navy and Air Force Tactical Training Ranges (TTRs) and other DoD training and test ranges.

Duties & Responsibilities include (but are not limited to):

  • Serve as the Software Integrated Product Team (IPT) lead in support of the development, integration and test of range software applications.
  • Support government technical POCs with development of program plans, schedules, and budgets, document requirements; and track and report progress against the project plan.
  • Develop and manage Jacobs software engineers, field engineers, system administrators, network administrators that make up the IPT
  • This includes hiring, maturing and recommending new growth in order to maintain a well-rounded team
  • Manage team work assignments and ensure team is charging to appropriate orders
  • Develop subcontractor support statement of works and manage their support of range projects
  • Manage subcontractor support to SW development activities and special projects
  • Conduct interface requirements analysis and develop interface control documents.
  • Assist in the development of formal test requirements for software applications and related subsystems in the form of test data, predictions of expected system behavior, and detailed instructions for testing.
  • Assist the customer in maintaining cyber security posture of software products
  • Apply software programming skills to support the sustainment of the software applications.
  • Document problems encountered during development and testing and provide recommendations for solution as appropriate.
  • Review technical information in the form of test and design documents and provide assessments of their adequacy.
  • Provide technical expertise for formal and informal acceptance tests of various range systems and subsystems.
  • Manage highly specialized development efforts and lead technical teams through the project process.
  • Demonstrated capability to move data and functions between computer systems and operating systems (DOS, Windows, Linux, Unix)
  • Support Team Processes Integrated (TPI) and CMMI processes and activities such as maintaining ones’ time using software tools that are used in development and implementation activities of new and modified processes and provide inputs.
  • Support the evolution of software applications through participant expansion and weapons engageability among participants.
  • Support tasks requiring upgrades to the software applications to accommodate the integration of threat simulation systems on test and training ranges.
  • Must be flexible, persistent and patient in accommodating complications caused by competing priorities, resource limitations and typical hurdles encountered during development and test

Education and Experience:
BS Degree in Engineering or Computer Science along with 10 years related experience; or
MS Degree in Engineering or Computer Science along with 8 years related experience; or
PhD in Engineering or Computer Science along with 4 years related experience.

Knowledge, skills & abilities required:
  • Must have 10 years’ experience developing complex, real time software for defense related systems.
  • Knowledge of software development lifecycle methodologies, waterfall, spiral, agile.
  • Possess an in-depth understanding of computer and network systems architectures, operating systems, networks, and data management systems.
  • Must possess extensive knowledge about the processing of disparate type of information of numerous sources using software development techniques,
  • Must be knowledgeable in C and C++
  • Demonstrate flexibility, persistence, and patience in accommodating the complications caused by competition from system designers and maintenance personnel for test resources and by the evolution of the system under test.
  • Must be able to obtain and maintain a Secret security clearance.
  • Ability to travel 10 – 25% of the time.
  • Prefer knowledge of multiple programming languages (ADA, LINUX, etc.) and operating systems to include real-time operating systems, device drivers and hardware/software integration.
  • Prefer knowledge of DOD acquisition lifecycle, bid, proposal and contract management practices and procedures
  • Prefer previous experience with accounting, finance, budget planning and execution
  • Prefer experience in earned value management

  • Normal hours are Monday – Friday, between the core hours of 7:00 am – 5:00 pm.
  • Punctuality and regular attendance are necessary to meet deadlines
  • Regular attendance is necessary and required
  • This position may work weekends or second shift. Flexibility is required based upon workload.

  • Independent personal transportation to work site is required.
  • Travel to and from customer's locations may be required to support projects.
  • Travel requirements – Must be able to travel 10 to 25% of the time.
  • This may involve airline travel. In some cases, accommodations can possibly be made for POV, if necessary.
  • When operating any vehicle for work purposes, must wear seat belt and in addition, no cellular devices are to be used when vehicle is in motion.
