Software Design Engineer Sr (Electronic Warfare SME), Navy Continuous Training Environment (NCTE)


The NCTE program seeks to fill existing training gaps in Navy EW Operator training and to support recent innovations in Naval Integrated Fire Control – Electronic Warfare (NIFC-EW), Live-Virtual-Constructive (LVC) events. The NCTE EW Systems Engineer is responsible for supporting the development of interim training capabilities for Electronic Warfare in order to enhance the quality of training products for Fleet Synthetic Training (FST). The NSWC Corona, Navy Continuous Training Environment (NCTE) Program is a federation comprised of many distributed simulation systems and interfaces used to support Navy and Joint Training, as well as Navy concept development and experimentation. The NCTE EW Systems Engineer is a contributor to the NCTE software engineering activities in support of Fleet Synthetic Training (FST). NCTE Software Engineering provides modeling and simulation application development, live, virtual and constructive systems integration support and in-service engineering support to US Fleet Forces (USFF) and the Numbered Fleets. The NCTE Software Engineering team is directly responsible, in this context, for developing and maintaining technical solutions and standards to provide the greatest level of training capability to the warfighter, at the lowest possible cost, at the fastest pace achievable, using Capability Maturity Model Integrated (CMMI) Level 3 accredited processes.

Duties and Responsibilities:

The NCTE EW Systems Engineer shall provide support for Live, Virtual, and Constructive (LVC) synthetic interim training EW capabilities and enhancements to improve mission capabilities of Naval, Joint and Coalition forces in a near-peer threat environment. Provide Subject Matter Expertise in Electronic Warfare (EW) to include current TTP’s, ASMD Tactics in a Live, Virtual, and Constructive (LVC) integrated training environment, such as FST events. Work with all EW/EMW training stake holders such as NAVIFOR, IWDC EW MAD, CSG-4/15, TTGL/P, ATGL/P, IWTG and others to develop, build, conduct the proof of concept, test and evaluation, and demonstration of the interim training solutions such as the Electronic Warfare Portable Embark able Kit (EW PEK). Develop EW PEK v2/3 interim training capability for ALL Navy Surface ships to include both Legacy AN/SLQ-32(V) and SEWIP BLK2 EW systems that will provide realistic EW Operator training in an Anti-Ship Missile Defense (ASMD) environment in support of Live Virtual Constructive (LVC) Fleet Synthetic Training (FST). Responsible for the extended layout and follow on development to the interim training solution for Legacy SLQ-32 and SEWIP systems in the FST environment. EW SME will work extensively with EW software developer and IWTG for the GUI and user interface development to meet the requirements laid out by the Fleet. Coordinate with NSWC Crane for NCTE EW software development to include extract operator and/or automated actions from Legacy SLQ-32 systems and SEWIP BLK 2/3 EPN’s and translating them into Distributed Interactive Simulation (DIS) messages for inclusion into the JSAF virtual environment/scenarios for emissions and entity modeling of the interim training solution. Provide analysis for SLQ-32 V 6 & 7, EW PEK (METES) prototypes development for legacy SLQ-32, NCTE Network testing, EW PEK (METES) Demonstration, and develop the EW PEK (METES) requirements document for SLQ-32 V 6 & 7. Support the sustainment of a robust training capability that provides diverse operating environments, realistic adversary capabilities, and appropriate battlespace complexity to replicate the expected operational environment, including Joint and Partner Nation representation and participation.


Education and Experience:

Bachelor’s degree in Engineering or related discipline plus 5 years of applicable experience. In some cases, educational requirements may be adjusted or waived for more than 9 years applicable work experience. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience.  Highly prefer candidates with 20 years of experience.

Required Experience:

·         Operational military experience and responsibilities in EW or signal intelligence/analysis with advanced certification consistent with relevant NEC descriptions (e.g., 1781, 9141, 9168) and successful experience leading analysis and/or engineering team efforts.

·         Ability to work independently and with government and DoD Sponsors and analysis teams. Excellent oral and written communication skills.

·         At least five (10) years of progressive operational responsibilities and accomplishments related to Navy ship defense in at least two of the following: the AN/SLQ-32 Electronic Warfare (EW) suite including Nulka and chaff decoy employment, defensive missiles, Ship Self-Defense System (SSDS) and Aegis Combat System. Active Top Secret and SCI clearances.

·         Knowledge of current Fleet Response Training Plan requirements for Fleet and Unit-level training desired

·         Requires technical skills which consist of testing, troubleshooting, modifying, calibrating, aligning and installing, repair and maintenance on the all the required AN/SLQ systems

·         Work with Test Planners and Test Lead to develop and coordinate the test plan

·         Provide detailed subject matter knowledge and insight to support test planning and execution

·         Must have excellent written and verbal communication skills

·         Understanding in coordination of project(s) and efforts of technical support personnel

·         Ability to productively contribute work, ideas and collaboration as part of a team

·         Ability to obtain a DoD Security Clearance, as required

·         Ability, willingness to travel when required to support customer installation, demonstrations and general field support

·         JSAF operations or development experience a plus.

·         Distributed Simulation/HLA experience a plus Modeling & Simulation experience/development a plus.


Knowledge, Skills, Abilities:

·         Demonstrable expertise with the following technologies:

·         On-site support required.  Interface with customers on a daily basis.

·         Simulation/HLA and Modeling & Simulation experience a plus.

·         Strong written and oral communication skills and ability to work in a team environment is required.

·      Security:  Active Secret Clearance required.  TS with SCI Clearance highly preferred.
