Summary:

The Site Security Manager will be responsible for the security of a federal government construction project in Bethesda, Maryland. The Site Security Manager is accountable for ensuring adequate site security, overseeing the site’s security guards, Construction Security Technicians (CST), and Construction Security Plan (CSP).

Essential Duties and Responsibilities: (Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions of this position)

Ensuring engineering design documentation complies with government regulatory requirements, specifically ICD 705-1 and Tech Manual for the Construction of SCI Facilities

In consultation with the Accrediting Official (AO), developing, implementing, and maintaining the Construction Security Plan (CSP) in accordance with ICD 705 and ICD Tech Manual

Conducting periodic security inspections for the duration of the project to ensure compliance with Construction Security Plan (CSP) and ICD 705

Documenting security violations of deviations from the CSP and notifying the AO

Overseeing the security guard force, cleared escorts, and CSTs

Participating in daily construction and security meetings and weekly status meetings

Preparing various reports, plans, and documentation as requested by the Security Officials at client facility

Assisting AO and/or other government personnel with any additional projects as needed

Must be able to work weekdays and weekends if necessary

Non-Essential Duties:

Supervisory Responsibilities:

Oversees and directly or indirectly supervises all protective services personnel on the contract.

Minimum Qualifications: (To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.)

At least 10 years of experience in construction security surveillance, technical surveillance countermeasures, industrial or government security involving counterintelligence

Must have a DOS (SE-601) Site Security Manager Course

Knowledgeable of construction disciplines, structural designs, and complexities

Knowledge, Skills and Abilities:

Knowledge and/or experience in project management and business rules.

Knowledgeable in the application of intrusion detection devices and electronic security systems.

Strong personnel management skills; excellent written, verbal, and interpersonal skills.

Superior knowledge, analytical, persuasion, and problem solving skills relative to health, safety, environmental, and business matters.

Ability to manage multiple, high priority tasks simultaneously.

Capable of assimilating and critically evaluating information.

Skill in operating a personal computer and standard office equipment.

Must have proficiency in a variety of computer software applications in word processing, spreadsheets, database, (MSWord, Excel, Access, PowerPoint), and Outlook.

Writes clearly and informatively; Edits work for spelling and grammar; Varies writing style to meet needs; Presents numerical data effectively; Able to read and interpret written information.

· Climb ladders and stairs on a regular basis.

· Visually inspect site personnel for appropriate credentials.

Work Environment:

· The employee will normally work in a temperature-controlled office environment, with frequent exposure to electronic office equipment.

· During visits to areas of operations, may be exposed to extreme cold or hot weather conditions. Is occasionally exposed to fumes or airborne particles, toxic or caustic chemicals, and loud noise.
