Senior Subcontract Specialist

Intelligence, Information and Services (IIS) is seeking a Subcontract Specialist for the Cyber Offensive and Defensive Experts (CODEX) Sub Mission Area (SMA) within Cyber Security and Special Missions (CSM). The ideal candidate will have experience creating, executing and managing various subcontract types (Cost Type, Incentive Type, Firm Fixed, Completion Based, etc.), developing Statements of Work, and using source selection techniques. The role will require the candidate to perform cost and price analysis, develop negotiation strategies and lead supplier negotiations. In addition, the ideal candidate will have experience executing to customer requirements including government regulations, public law and policies and procedures. The role requires the candidate to participate in gate reviews and capture / proposal efforts. In this capacity, the Subcontract Specialist will lead the Supplier IPT and facilitate relationships between program office and functional organizations and suppliers. Finally, this role will require the candidate to support the development of program supplier risk and opportunity management plans.

The ideal candidate will have experience in a variety of supply chain disciplines including, but not limited to: commodity management, strategic sourcing, procurement, production control and logistics. The role requires the candidate to work in a matrixed environment and to be collaboratively partnered with Business Development, Contracts, Program Management, Engineering and Finance to ensure success.

The ideal candidate will also have some experience with large staff augmentation events and labor subcontracts. The ideal candidate will have demonstrated success partnering with key subcontractors to bring the right talent and services/solutions to the Customer on schedule and within budget.


  • A minimum of 4 years of applicable experience
  • Must be a US Citizen
  • Basic knowledge of the FAR, DFAR, ITAR, public law and Terms and Conditions of purchase
  • Strong verbal and written communication skills
  • Proposal experience
  • Experience with a variety of contract types
  • Experience with a variety of agreements: Strategic Sourcing, Teaming, Bidding, PIAs/NDAs


  • Experience in a government contracting environment with DoD and non-DoD customers
  • Experience managing large staff augmentation events
  • Experience managing projects with Agile/DevOps
  • DoD TS or ability to obtain after being hired

Required Education (including Major):
Bachelor Degree in Business Administration, Supply Chain Management or other Business or related degree or equivalent combination of education and experience (Bachelor Degree = 8 years of additional applicable experience)
