The Office of Information Management Technology (OIMT) provides information technology  and telecommunication support and services primarily to offices and staff for the Assistant Secretary for Indian Affairs (AS-IA), the Bureau of Indian Affairs (BIA) and the Bureau of Indian Education (BIE) organizations and locations throughout the Nation. The OIMT consists of 125 full time federal staff and additional contractor staff and manages the complex and diverse Information Technology infrastructure for the Indian Affairs federal workforce of 9000+ employees located in urban and rural areas throughout the country, and approximate 20 Education Line Offices and 64 BIE-operated schools located throughout the country.


We are looking for a Project Manager at a mid to senior level to assist the BIA in their mission. 


Essential Duties and Responsibilities:

  • Provide Project Management technical support services for OIMT IT projects. Projects will be executed following PM best practices as identified by the Project Management Institute’s (PMI) Project Management Body of Knowledge (PMBOK), standards and specifications
  • Contractor will adhere to PMI project lifecycle phases (PLC) including Initiation, Planning, Executing, Monitoring and Controlling, and Close-Out
  • Develop artifacts and other project documents (e.g. Project Charter) that outline the scope of the project, mission of the project team, key stakeholder interests and project assumptions and constraints
  • Provide assistance with the integration of business and requirements management into project life cycle and IT systems life cycle frameworks and tools
  • Deliver project plans and recommendations for successful and timely delivery
  • Identify key technical milestones and responsibilities, and resource management allocations and will escalate concerns to federal leads and/or integrated project teams for further action when necessary
  • Develop Work Breakdown Structures (WBS), project schedules and project management plans in cooperation with key project stakeholders
  • Manage project meetings including communication of meeting objectives, distributing meeting summaries, and tracking of open action items
  • Develop, execute, and manage automated project schedules and status that meet OIMT’s and customer's expectations
  • Execute project plan(s) including managing coordinating project tasks, team building, and maintaining working relationships with Indian Affairs program and functional areas.
  • Identify project resources to meet project requirements and communicate changes to schedules, milestones and resources
  • Identify OIMT and business units activities needed to successfully complete projects on schedule, on budget, and with expected results
  • Evaluate progress and report progress in terms of quality and performance metrics. The contractor will update the project document repository with reports, project artifacts and documentation. The contractor shall report on project issues and escalations
  • Maintain schedule control to include updating current and new baseline schedules to reflect changes, anticipating future issues or problem related to prior events
  • Perform risk monitoring and control to include the update and monitoring of risks, corrective actions and risk registers and mitigation plans
  • Collect performance measurement documentation, status reports, presentations and other project documentation. Identify overall lessons learned in a close-out reports and briefings

Supervisory/Management Authority:

  • This position does require some management and supervisory authority

Education and/or Experience:

  • A minimum of ten (10) years of information technology (IT) project management experience.
  • A minimum of five (5) years of experience of direct supervision of IT software development, integration maintenance projects, and/or telecommunications management. 
  • A PMP certification is preferred but not mandatory

Knowledge, Skills and Abilities: 

  • Experience working with MS Project and general MS Office Suite.
  • Excellent communication skills; both written and oral
  • Ability to obtain and maintain a Public Trust Clearance
  • Have the ability to successfully pass a drug screen and background check

Work Environment:

  • This position is performed in a secured federal office setting
