Senior Programming Planner



Coordinate and facilitate information essential to establish viable facility maintenance, repair and construction program. Perform initial scope, programming estimates and develop appropriate project documentation.  Applies knowledge of programming rules, instructions and policies to develop DD Form 1391.  Recommends programming and appropriation avenues for project execution (SRM, MILCON, NAF, etc). Performs initial project data entry into the Air Force’s Automated Civil Engineer System – Project Management (ACES-PM) Oracle database.  Performs follow-on data entry of project data throughout the life of the project including project funding, design, and construction, and financial close-out.  The Air Force is transitioning from ACES-PM to TRIRIGA in the near future.

Performs requirements programming in support of base development for Operations and Maintenance (O&M), military construction programs (MCP), non-appropriated fund (NAF), military family housing (MFH), etc. Validates requirements, performs economic analyses, and coordinates with the installation facilities board. Performs a wide range of duties surrounding O&M functions to encompass the maintenance, repair, upgrade, and operation of a variety of infrastructure facilities and utilities. Ability to plan, conduct, and record site/facility surveys and inspections. Ability to research, analyze, interpret, and apply rules, regulations, and procedures in a variety of situations and recommend timely and economical solutions. Ability to plan and organize work and coordinate the work with engineers and architects.


BA or BS desired in science or engineering fields

5-10 years experience in enginnering, construction, cost estimating, project planning or any related fields


Specific Knowledge:  Broad range of engineering and construction standards, methods, practices, and techniques, materials, and equipment to determine compliance with federal, state, and local codes and regulations; knowledge of standard contracting regulations, practices, and procedures; knowledge of health, safety, and environmental requirements as outlined in applicable standards, regulations, and/or technical orders; knowledge of environmental principles, practices, procedures, laws, regulations, and current legislative issues; and knowledge of work classifications and the regulatory and statutory restrictions on the expenditures of appropriated and non-appropriated funds.

Skills Required:  Professional knowledge of a broad range of engineering and construction concepts, principles, and practices and extensive familiarity with other engineering disciplines and architecture; Knowledge of automated data processing concepts, systems capabilities, and economic usage to effectively accomplish assigned functions; and knowledge of program planning and budgeting cycles, financial control and budget systems, and management; Ability to research, analyze, interpret, and apply rules, regulations, and procedures in a variety of situations and recommend timely and economical solutions.  Preferred experience in ACES-PM or Tririga and/or Cost estimating software

Communication Skills:  Requires excellent communicate skills both verbal and written using various formats, styles and methods. Must speak fluent English. Ability to brief large groups of military and civilian personnel.

Must be able to hold a Secret Clearance.
