Senior Program Manager - Surveillance Radar

Raytheon Intelligence, Information and Services (IIS) Air Traffic Systems Surveillance Radars Business area is currently seeking a Senior Program Manager to lead the SENSR Team. Raytheon is seeking a multi-faceted individual that understands FAA, DoD, DHS and NOAA requirements, decision makers, radar technology applied for ATC Surveillance, Military, border security, and weather missions.

The Department of Transportation, Federal Aviation Administration (DOT, FAA), in partnership with the Department of Defense (DoD), Department of Homeland Security (DHS), and Department of Commerce, National Oceanic and Atmospheric Administration (DOC, NOAA) (known as the Government Team), intends to stand up a cross-agency program titled Spectrum Efficient National Surveillance Radar (SENSR). The SENSR Program will assess the feasibility of acquiring new surveillance solutions for reallocation to shared Federal and/or non-Federal use.

Roles & Responsibilities:
  • Serve as the primary interface with the Customer to ensure that the objectives of the program are being met
  • Work cross collaboratively across Raytheon
  • Develop teaming arrangements with Industry partners
  • Develop and maintain program budget(s), schedules, staffing plans and track/evaluate technical and programmatic performance in accordance with contractual obligations and Raytheon processes and policies
  • Demonstrate the ability to deliver effective cost management of program activities to ensure financial objectives are achieved
  • Execute high level decisions on development and delivery issues
  • Set program strategy, vision and tactical direction across various multifunctional teams, including subcontractors

Required Skills:
  • 15+ years in air traffic control and/or surveillance radar and related industry experience
  • Bachelor’s degree
  • Subject matter expertise on surveillance radar, including aviation and weather radar
  • Comprehensive understanding of National Airspace Systems (NAS) – airlines, general aviation, drones, space travel
  • Background and understanding of the Next Generation Air Transportation System
  • Experience with FAA programs, working with FAA customer, relationships with FAA customer
  • Experience in preparing and delivering briefings to customer(s), Raytheon and government executives
  • Earned value management system experience
  • Profit and loss responsibility for complex programs over $50M/year
  • Ability/ willingness to travel up to 50%
  • Strategic mind-set with demonstrated experience solving complex problems
  • Knowledge/experience of FAA acquisition management system

Desired Skills:
  • PMP Certification from PMI
  • Raytheon PM Level 2 Certification or ability to achieve within 6 months
  • Experience working with the 4 agencies (FAA, NOAA, DHS, and DoD),
  • Raytheon Six Sigma Specialist Qualification or equivalent industry certification (e.g., Green Belt)
  • Capture and business development experience, program start up experience
  • Experience managing subcontractors on complex programs
Special Requirements:
Ability to obtain and maintain Secret level security clearance
, with eligibility for Top Secret. Ability to obtain and maintain FAA clearance.
