Perspecta is seeking an experienced, proactive Senior Program Manager to lead, direct, and mentor a diverse team of high-performing engineers, program coordinators, operations center staff, and other mid- and senior-level professions embedded within customer mission spaces/offices directly supporting critical national security missions.  Successful candidates will have experience and expertise leading multi-disciplinary teams consisting of researchers, scientists, engineers, collection planners, architects, data scientists, portfolio managers, web developers, and strategic communications professionals in the delivery of innovative technology solutions to operational customers.  This is not an administrative position.  It requires technical and mission acumen with demonstrated experience applying program management skills in the delivery of end-to-end technology solutions within operational environments supported by diverse systems with dynamic, complex technology baselines and wide variation in applications and deployments departing from tradition industry “scaling” or adoption models. Ideal candidates have a penchant for leading and integrating highly skilled and knowledgeable teams decomposing critical issues into manageable projects to develop and deliver solutions frequently involving adapting and/or maturing novel applications for emerging technology with extremely short development-to-operational deployment timelines. Ideal candidates will also have direct experience applying a variety of program management and system engineering methods or approaches, including agile development, DevOps, Lean, minimal viable product, and design thinking.

Responsibilities include working closely with customer program leadership and technical staff to identify emerging mission, technology, and operations center requirements to proactively mature program capabilities and staff to meet emerging mission requirements. In addition to expertise in all aspects of program management, including documentation and reporting of financial and contractual status, technical accomplishments, issues, and risks, personnel/staffing, and planned activities, the successful candidate will have knowledge of and experience supporting intelligence community missions focused on identifying and delivering technical solutions directly into operational organization or operations. Duties include:

  • Overseeing and directing efforts to improve the development of measures of performance and effectiveness across diverse, innovative, leading-edge technology initiatives that are defining the future of intelligence collection and operational support.
  • Working closely with customer leadership to improve all aspects of program management and execution with flexibility to identify and implement recommendations to improve overall effectiveness against critical mission tasks.
  • Implement innovative knowledge sharing and competency-building initiatives to constantly improve program personnel’s capacity to support emerging mission areas.
  • Serve as the primary contact for matters involving overall technical performance, cost, and schedule with the authority and resources to leverage Perspecta and teammate corporate resources.
  • Preparing and briefing monthly activity and status reports to include maintaining constant awareness of and providing recommendations to mitigate any cost, schedule, or other risk.

  • TS/SCI clearance with polygraph.
  • Certified in Project Management by a qualified certifying authority (government agency certification program, college-level project management certification program, or certification institute such as the Project Management Institute or the Project Management Academy).
  • Over 10 years of senior program management experience and minimum of 5 years (within last eight years) as program manager on a similar size/scope program to include duties leading: contract management (contract status reporting, project reviews, deliverables, briefings, etc.); financial Management (monthly financial reports, estimates to complete, burn rates, etc.); recruiting/staffing activities; and, managing complex performance management and assessment efforts.
  • Proven experience leading recruiting, staffing, and retention efforts in technical areas involving close interaction and monitoring of emerging needs to assure timely integration of new staff with minimal disruption to ongoing tasks.
  • Working knowledge of the IC and direct, recent knowledge of customer mission.
  • Demonstrated knowledge and expertise in more than one of the following areas (in addition to program management):
    • Systems integration
    • Systems engineering
    • Data engineering and analysis
    • Signals processing or signals engineering
    • Systems and enterprise architecting
    • Technology landscape, roadmap, and portfolio processes
    • End-to-end technology application developing (from concept to enterprise adoption)
    • All-source or Multi-INT intelligence collection planning
    • Mobile and wireless network/device vulnerability analysis and testing
    • Edge-network device and application product development
    • 5+ years of recent experience directly leading technical or engineering teams deployed in support of operational collection activities
