Senior Program Manager

Overview:

Olgoonik Solutions, LLC, is seeking candidates for the position of Program Manager for the Liberian radio project to be performed overseas. The Program Manager will direct all phases of the program from inception through completion.

Primary Responsibilities:

  • Serve as contractor’s point of contact and representative authorized to interface with the Government Contracting Officer (CO), Government Contracting Officer’s Representative (COR), Government Technical Monitor (GTM), Government Program Manager, and customer agency representative.
  • Responsible for formulating and enforcing work standards, assigning contractor schedules, reviewing work discrepancies, supervising contractor personnel and communicating policies, purposes and goals of the organization to subordinate contractor personnel.
  • Responsible for the overall contract performance.
  • Manage multi-national contractor support team across all elements of mission programs.
  • Provide contract status reports to responsible Government personnel, to include Government Program Manager and/ or Government COR.
  • Coordinate program review meetings, including arranging for facilities and equipment, developing agendas, preparing attendance lists and publishing meeting results.
  • Manage substantial design, development, integration, test and documentation operations for multiple tasks.
  • Organize, direct, and coordinate planning and implementation of all contract support activities.
  • Formulate and review project feasibility studies, determine costs, ensure conformance work standards.
  • Manage logistics support analysis for complex systems.
  • Identify, acquire and utilize company resources to achieve project objectives.

Supervisory Responsibilities:

  • Supervisory responsibilities associated with this position may include supervision of professional, technical, clerical, and/or labor staff in support of the project.

Education and/or Experience:

  • A bachelor’s degree in engineering, computer science, systems, business or related scientific/technical discipline from a college or university accredited by an accrediting body recognized by the U.S. Department of Education.
  • Minimum of fifteen (15) to twenty (20) years of relevant work experience.
  • Experience with change management, process analysis, data analysis/trending, issue resolution and excellent MS project skills are required.

Knowledge, Skills, and Abilities:

  • Interpersonal skills sufficient to positively influence staff and client are required.
  • Must be adept in managing a multi-million dollar radio program including overall responsibility for administration, financial accountability, operations, team leadership, etc.
  • Must demonstrate a good attitude and ability to work as a member of a team.
  • Position requires self-motivation and the ability to work effectively under a minimum of supervision.
  • Must be able to multi-task efficiently, work in a fast paced environment on multiple projects, and have a strong attention for detail.
  • Must have excellent organizational and planning skills.
  • Ability to work as part of a team and to meet deadlines.
  • Oral and written communication skills; analytical thinking skills.

Certificates, Licenses, Registrations:

  • PMP certification is required

Security Clearance:

SECRET Level Required

  • Must have a current US Government SECRET Personnel Security Clearance or be able to successfully complete a U.S. government administered Investigation.
  • Must be a U.S. Citizen.
  • Must also be able to maintain a US Government SECRET clearance.

Travel:

This position is deployed up to 90% of the calendar year in Liberia. Domestic travel within Liberia is required for this particular project.

Work Environment:

Work is regularly performed outdoors in all types of weather conditions, including. May be exposed to extreme temperatures, hot and cold, as part of environmental factors. Work may be performed near moving mechanical parts and/or vibration. May be required to work in areas where high noise hazards prevail. Work is also performed indoors in an office/warehouse environment.
