Oracle Budget to Report (B2R) subject matter experts (SME). The selected candidate will support the Oracle Federal Financials system existing 11i application configuration, cut over activities, and migration activities to R12 for an enterprise system. This position requires the selected candidate to possess a current active Top Secret clearance.
Provide requirement analysis, process review, fit gap analysis, compatibility recommendations documentation and services to upgrade from an existing Oracle 11.5.10 instance to an Oracle R12 environment.
Identify and document requirements working with users.
Identify processes, document gaps, and provide solutions to bridge gaps and enhance processes for customer migration to Oracle R12.
Review and recommend compatibility of existing Oracle R12 configurations.
Provide leadership and expertise to review existing account generators and rules and recommend improvements based upon “best practices” and R12 functionality for the Sub-Ledger Accounting (SLA) rules.
Develop Application Accounting Definitions (AAD), Journal Line Types (JLT), and Journal Line Definitions (JLD) to build proper accounting rules across all sub-ledgers.
Identify any recommended enhancements to Oracle R12 configurations.
Provide solution designs and data mapping for interfaces, extensions, conversions, and reports.
Develop test plans, provide testing documentation, and perform testing activities.
Assist with training sessions and documentation.
Provide input to planning and scheduling direction for project and release management.
Document all recommendations, requirements, design, configurations, meeting notes, test scripts and results, and project issues as needed.
Functional experience in implementing Oracle R12 Federal Financial applications SLA with emphasis on analysis, implementation and problem resolution
Strong Oracle R12 Federal Financial applications experience, including a working knowledge of accounting structures and flow (Sub-ledgers to General Ledger)
Prior experience with Oracle R12 upgrades and conversions, including building SLAs for multiple modules (FV, PO, AP, AR, PA)
Prior experience developing functional designs including interface and extension designs
Prior experience designing and executing end-to-end integration testing
Prior experience with GL conversion requirements and mapping
Hands on experience configuring SLA rules for Oracle R12 modules in a Federal environment including AAD, JLT, and JLD
Demonstrated strong analytical skills and problem solving ability with prior experience working to analyze, troubleshoot, and resolve service requests within the Oracle E-Business Suite Prior experience of Federal Accounting and reporting practices (USSGL/GTAS/SFIS) is a plus

Typically requires a bachelor’s degree, and 10 to 12 years of related experience.
