We have an exciting opportunity for a Sr. or Principal Global Trade Licensing Analystto join Raytheon’s Integrated Defense Systems (IDS) business. This position is located in Andover, MA and reports to the Global Trade (GT) Licensing Manager, Integrated Air and Missile Defense (IAMD) business unit. The successful candidate will have the opportunity to work in a high-energy, fast -paced environment. The Global Trade (GT) Licensing Analyst will be responsible for working with the GT Manager to develop export and import strategies to support programs and capture efforts with international activities. In this position, the employee is responsible for providing guidance and support in the application of U.S. Government export/import regulations including but not limited to, International Traffic in Arms Regulations (ITAR), Export Administration Regulations (EAR), and US Customs and Border Protection Regulations among others. Working closely with internal customers to develop export and import authorizations that allow for the efficient movement of technology, technical data, hardware, and services internationally. Apply international trade regulations and laws to real-life situations to enable international business to support programs with international activities. The successful candidate will have the opportunity to, develop relationships with internal customers and collaborating with multiple business functions for success.

This position can be a salary grade G08 or G09 based on the candidate’s qualifications as they relate to the skill, experience and responsibility requirements for the position.
Relocation will be capped at $15,000.00 for the selected applicant if they are eligible per Company policy.


Responsibilities include but are not limited to:
  • Daily processing of export transactions and foreign visitor requests, following Raytheon company policies and procedures.
  • Assisting with the development of licensing strategies for the international marketing, sales, support, offshore procurement and manufacturing of defense and dual use articles.
  • Preparing draft license applications, Technical Assistance Agreements, Manufacturing License Agreements and other requests for approval by the U.S. Department of State Office of Defense Trade Control Licensing, or U.S. Department of Commerce Bureau of Industry and Security and providing status updates to the programs/requestors for approval and submission by Empowered official.
  • Support export/import compliance activities such as self-assessments, internal and external audits
  • Respond to export/import international trade compliance questions, including the interpretation of company policy and procedures, work instructions, International Traffic in Arms Regulations (ITAR) and Export Administration Regulations (EAR), with supervision.
  • Some Travel required to other domestic Raytheon location as business needs dictate.
Required Skills:
  • 4+ for G08, 6+ for G09 years of total professional business experience. Experience in international business, contracts, supply chain, engineering or other, relevant discipline.
  • Experience with Microsoft Office applications
  • Strong Time management, prioritization, analytical and organizational skills , with ability to meet deadlines.
  • Ability to recognize a potential issue or situation and escalate to management timely
  • Attention to detail and follow through on assignments to achieve desired results
  • Excellent Oral and written communication skills
Desired Skills:

  • Experience with International Traffic in Arms Regulations (ITAR) and Export Administration Regulations (EAR).
  • Experience with Technical Assistance Agreement (TAA) and Manufacturing Licensing Agreement (MLA) preparation/administration
  • Demonstrated ability to collaborate with multiple business functions for success
  • Sincere interest in field of Export Import operations and its strategic impact on global success
  • Excellent customer relation/interpersonal skills
  • Ability and desire to learn, growth mindset
  • Strong business acumen.
  • Proven problem solver with record of strong follow-through for success
  • Knowledge of OCR EASE and/or SAP systems
  • A US DOD secret clearance might be required at a later date as business need dictates, except in rare cases only US Citizens are eligible to obtain US Clearances.
Required Education:
  • BA/BS degree in business, contracting, supply chain, marketing, English, History. Non degreed applicants with significant applicable experience will be considered only at the hiring manager’s discretion.


    This position requires either a U.S. Person or a Non-U.S. Person who is eligible to obtain any required Export Authorization.
