Senior Nuclear Advisor - Nuclear Weapons Policy Analyst

For more than 60 years, the Lawrence Livermore National Laboratory (LLNL) has applied science and technology to make the world a safer place.

This position is in the Weapons and Complex Integration Principal Directorate and will be located at Offutt Air Force Base in the Omaha, NE area. 
We are seeking an exceptional technical staff member with a background in nuclear weapons policy, strategy, planning, operations, and effects to serve as a Senior Nuclear Advisor to the J5 USSTRATCOM Leadership.  You will act as a nationally recognized expert to advise and assist J5 senior leadership in the development and evolution of operational contingency plans.  These plans include full integration of national capabilities to achieve strategic and operational objectives and the development and execution of operational planning assessments.  Will participate as a primary member of a team responsible for the development, evolution, implementation, and assessment of U.S. nuclear weapons policy, strategy, and guidance, as well as U.S. policies concerning current and future nuclear weapons treaties
Essential Duties
- Provide on-site technical expertise of nuclear weapons and effects to USSTRATCOM J5 leadership and operational contingency planners.
- Influence the shaping and formulation of future nuclear policy, strategy, and employment guidance in collaboration with the USSTRATCOM senior leadership and staff.
- Perform operational analyses to evaluate the implications of alternative nuclear policy, employment guidance, arms control, force structure, and stockpile courses of action.
- Evaluate the operational utility of laboratory technical solutions and advise senior laboratory leadership and program managers on their potential employment and integration into nuclear policy, strategy, employment guidance, contingency plans, force structure, and stockpile. 
- Inform stockpile stewardship requirements for specific weapons systems based on policy, strategy, employment guidance, and contingency plans.
- Present findings and recommendations to senior personnel at LLNL, Department of Energy, United States Strategic Command, and Department of Defense.
- Set broad vision and strategy and influence technical direction for self and multidisciplinary teams.
- Champion strategic technical decisions made by senior management and external stakeholders.
- Perform other duties as assigned.
- MS/PhD in physics, engineering, or a related field or equivalent level of combination of education and related experience.
- Expert knowledge of kinetic strike weapons effects, modeling, effectiveness, and target response.
- Expert knowledge of USSTRATCOM nuclear planning and targeting processes.
- Extensive experience in defense policy, strategy, planning, and force application.
- Significant experience in the assessment, identification, and advocacy of military capabilities.
- Understanding of strategic deterrence theory and its application in U.S. policy and strategy.
- Experience working effectively independently and in a multi-disciplinary, team-research environment with demonstrated record of successfully completing and/or leading outstanding studies in relevant areas of nuclear weapons analyses.
- Expert communicator to effectively present, explain, influence, and advise senior management and stakeholders, and to positively represent the Program and Laboratory.

Pre-Employment Drug Test:  External applicant(s) selected for this position will be required to pass a post-offer, pre-employment drug test.  This includes testing for use of marijuana as Federal Law applies to us as a Federal Contractor.

Security Clearance:  This position requires an active Department of Energy (DOE) Q-level clearance or active Top Secret clearance issued by another U.S. government agency at time of hire.  Also, you must have the ability to obtain and maintain Sensitive Compartmented Information (SCI) access.  Please note that your current active Q or Top Secret clearance with DOE or another agency does not guarantee DOE SCI access approval; if you are denied access, you may be subject to reinvestigation of your existing Q or Top Secret clearance.


Note:   This is a Career Indefinite position. Lab employees and external candidates may be considered for this position.
