Senior NC3 Technical Analyst

Job Description: The Senior NC3 Technical Analyst provide direct support to A10N’s efforts to assess NC3 programs, policies, and capabilities and ensure the Air Force budgets, develops, acquires, supports, and maintains assigned NC3 systems and Air Force elements of the National Military Command System (NMCS).  Analyst will also assist A10N identifying technologies and developing concepts appropriate to the future evolution of the NC3 architecture.  Specific activities will be established and supervised by A10N leadership. 

 
Job Responsibilities:
  • Provide subject matter expertise regarding network communications and cybersecurity related to the NC3 system and associated support systems.
  • Provide radio frequency communications expertise related to assessing waveform propagation characteristics in the presence of nuclear weapon induced noise environments and technical, architectural and procedural solutions.
  • Assist Air Force nuclear and NC3 authorizing officials in identifying and implementing cybersecurity standards in accordance with the Department of Defense’s (DoD’s) risk management framework.
  • Support A10N efforts to build and coordinate Air Force plans and roadmaps to meet and maintain cybersecurity requirements.
  • Provide subject matter expertise regarding the effects of high altitude electromagnetic pulse (HEMP) on facilities, weapons platforms, and communications systems.
  • Provide subject matter expertise regarding source region EMP, x-ray, gamma ray and neutron effects on facilities, weapons platforms and communications.
  • Provide satellite systems expertise related to space-based missile warning and satellite communications (both space and ground segment as well as communications links) with emphasis on operations in the presence of nuclear weapon induced noise environments.
  • Assess the status of critical Air Force NMCS and NC3 nodes and communication links to overcome scintillation, amplitude fading and blackout effects, meet survivability and nuclear hardness standards and identify any shortfalls and/or vulnerabilities.
  • Review and assess strategic plans, operational concepts, operational plans, and capability requirements for nuclear command and control (NC2) capabilities and NC3 systems supporting national and CCMD warfighting requirements.
  • Assess joint strategic and theater nuclear doctrine and operational plans and its implications for NC2/NC3.
  • Liaise, collaborate, and coordinate with the Joint Staff, OSD, DISA, DTRA, Air Staff, other Service, Combatant Command, and Major Command organizations in support of A10N activities.       

Qualifications

Clearance required to start: Top Secret

Clearance to remain on the program: TS/SCI

 

Required Education and Experience:

 

Bachelors and fourteen (14) years or more of experience, or a Masters and twelve (12) or more of experience.

  • Knowledge and experience with current and emerging computer network attack and computer network defense methods.
  • Expertise in network communications, particularly architectural design and cybersecurity and associated vulnerabilities.
  • Proficiency in radio frequency communications, with a focus on waveform propagation characteristics and technical solutions.
  • Familiarity with national and DoD policy specifying NC3 requirements.
  • Understanding of Air Force NC3 programs, policies, and capabilities.
