Senior Manager, Strategic Sourcing, Sub-Contracts

Job Description
As the SeniorManager leading the strategic sourcing team for our Front End of the Business (FEOTB) you’ll be responsible for the global sourcing strategies and overall supplier partner management activities associated with strategic supplier agreements in support of the Integrated Defense Systems (IDS) business at Raytheon.

This role is an integral member of both the IDS Global Subcontract Management leadership team and the FEOTB leadership team supporting the cross-functional Integrated Product Sourcing Teams responsible for developing, documenting, executing and managing a strategic supply chain commodity plan. You will effectively balance the key strategies of affordability for new franchise pursuits along with the strategies for global sourcing and growth for both US Government and Direct Commercial Sales contracts and customers.

You will be directly responsible for leading an 18 person subcontracts sourcing team that evaluates the commodity, including market conditions and key suppliers within this market, while setting a strategy for the products, vetting this strategy across the Programs and Product Lines, and executing the strategy.

You’re team of professional Subcontract Managers are responsible for the following:

  • Managing Strategic Sourcing Agreement efforts in support respective Product Sourcing Team(s);
  • Memorializing affordability strategy, market volatility management and overall value of procured complex assemblies / products through balanced strategic agreements;
  • Providing Supplier relationship leadership and manage strategic, collaborative suppliers that can be extensions of both program and product line engineering teams;
  • Driving global sourcing strategies in light of both On-going Affordability and Localization goals;
  • Becoming expert practitioners of Raytheon’s Sourcing & Performance Excellence (ESPX) process

Responsibilities of this role include:
Expert Leadership of Subcontract Management Team to:
  1. Develop, create negotiation strategy, execute and manage Strategic Sourcing Agreements and support Material Strategies for chosen Product Technology Area
  2. Manage RFP development and support source selection for strategic suppliers via Best Value Source Selection Process (BVSS)
  3. Support and manage product Cost Reduction Opportunities and Initiatives (CROs/CRIs) to effectively manage market volatilities and affordability strategy
  4. Conduct Supplier Management program incorporating regular SBRs
  5. Comprehensive understanding and compliance with FAR/DFARS regulations
  • Guide performing cost and price analysis, developing negotiation strategies, and leading negotiations of strategic agreements with suppliers
  • Strategic supplier relationship management and agreement management
  • Leveraging industry capabilities to align with Technology Roadmap
  • Ensuring compliance with all applicable legal requirements, Raytheon Company policies procedures, import/export regulations, standard procedures, work instructions, and FAR/DFAR
  • Meeting Raytheon Subcontract Management certification achievement as required
  • Drive utilizing the Raytheon ESPX Seven Step process for supplier selection, agreement, and supplier management
  • International and Domestic travel as may be required.

This position requires the ability to obtain an active U.S. Security Clearance as of day one of employment. Except in rare circumstances, only U.S. citizens are eligible for a security clearance.

Required Skills:
  • U.S. Citizenship is requiredAbility to obtain and active US Secret Security Clearance
  • 12+ years of relevant industry experience
  • 3+ years direct managerial experience
  • Experience with Department of Defense acquisition regulations
  • Bachelor’s Degree
Highly Desired Skills:

  • 8+ years combined experience in one of the follow disciplines: Supply Chain, Contracts, Engineering, Operations, Finance, Project Management, Program Management
  • In depth knowledge of FAR, DFAR and ITARExperience leading strategic/global pursuits within the Supply Chain
  • Strong experience shaping and executing negotiation strategies
  • Demonstrated leadership skills and development of high performing teams
  • Thorough knowledge and experience with US Government regulations and Public Laws as they pertain to Procurement
  • Excellent written, presentation and oral communication skills
  • Experience working in cross-functional teams or experience with project / program management
  • Experience successfully negotiating complex strategic type agreements and termsExperience in performing cost analysis and negotiation of major subcontracts
  • Experience with financial analysis and reporting
  • Experience setting up and managing international suppliers and contracts
  • Strong team player, proven problem solver
  • Background in risk and opportunity management
  • Experience in Statement of Work and Requirements development
  • Experience with Manufacturing and use of continuous improvement tools such as lean and Six Sigma
  • Ability to work independently and be effective in an environment where process may not be fully defined
  • Ability to shape and define the process to meet the strategic objectives while remaining competitive and compliant
  • An existing Confidential or Secret Clearance or the ability to obtain one
  • Ability to develop and execute project plans
  • Master’s degree in Business
  • Legal background is a plus
