Senior Manager - Material Program Mgmt

Missile Systems is looking for a Senior Manager, Material Program Management that will be the Lead MPM for the TOW Weapon Systems Programs. In this role, the successful candidate will be responsible for providing leadership and business solutions for the TOW Programs. You must be a strong leader with well-versed business acumen, technical aptitude, strong collaboration skills and able to work with multiple functions in a matrix environment. This position is responsible for all Supply Chain content on a highly complex suite of programs. You will be responsible for leading an organization of ~6 Material Program Managers to ensure all Supply Chain activity is supporting the programs in terms of strategy, cost, schedule, delivery and quality requirements.

U.S. Citizenship status is required as this position will need a U.S. Security Clearance within 1 year of start date.

Responsibilities include but are not limited to:
  1. Development and execution of material program plan
  2. Responsible to the customer and program management to meet all material contract objectives (technical, cost, schedule)
  3. Develop and lead supply chain proposal activities including task descriptions and basis of estimates that support price to win objectives
  4. Robust customer communications and building a robust customer relationship.
  5. Works collaboratively with all other functions to ensure that cost estimates and EACs are accurate, processes are being followed, and staffing is appropriate for execution.
  6. Provides comprehensive Supply Chain support for Gates 0-11 activities and ensures IPDP compliance for the programs and tailoring when applicable. Key activities typically include: financial management (i.e., EV, budgets, targets, working capital, material sales forecasts, etc.)
  7. Overall ownership of the supplier management process (i.e., Supplier Risk/Opportunity Management Plan, supplier performance, Small Business plan development and execution, metrics, international issues, develop/evaluate the MB/MW strategy, the Collaborative Agreement process, etc.), and communication of customer flow through requirements such as FAR/DFARS, ITAR, offset, public law, quality, warranty, etc

Required Education, Experience & Skills:

  • Bachelor’s Degree in Supply Chain Management, Finance, Business Management or related field is required
  • 12 years’ experience in Supply Chain, Finance, Program Management, or related experience is required
  • Ability to obtain final DoD Secret security clearance
  • Experience with all contract types (FFP, CPFF, CPIF, CPAF,IDIQ)
  • Experienced in development of material strategies that win business and execute flawlessly
  • Experience with Risk and Opportunity management, Earned Value (EVMS), Material Sales Forecast, Estimates at Completion (EACs), SOW development, Business Finances, and Integrated Product Development System (IPDS)
  • Experience with negotiation strategy development and execution
  • Experience leading and resolving conflict within a matrix environment
  • Experience interacting with program leadership and customers
  • Experience with Subcontract Management, general procurement and EXIM processes
  • Experienced in executing to Customer requirements including government regulations and public law and procedures
  • U.S. Citizenship

Desired Education, Skills & Experience:
  • Masters’ in Business Administration or Masters’ of Science Degree in Supply Chain Management, Finance, Business Management or related field
  • Active Secret clearance
  • Demonstrated experience in team leadership including building, developing, and recruiting a talented and high performing team
  • Experience with SAP
  • Knowledge of the FAR and DFAR
  • Experience leading the supply chain content on large, complex domestic production and development programs, including use of MPM tools and metrics
  • Demonstrated success in winning major strategic pursuits (international and domestic)
  • Certified Raytheon Material Program Manager or Subcontract Manager
  • EVMS Certified
  • Experience in IPDS, Risk Management, SOW development and business finances
  • Skilled in change management and organizational effectiveness
  • Strong verbal and written communication skills
  • Demonstrated ability to influence key decision-makers
  • Experienced in executing to Customer requirements including government regulations, public law and Raytheon policies and procedures
  • Supply Chain Leadership of a major competitive proposal and/or demonstrated experience executing a material program strategy to reduce cost including the use of ESPX
