The Systems Engineering & Integration for the National Systems for Geospatial-Intelligence program delivers full life-cycle systems integration and engineering services to the missions of the National Geospatial-Intelligence Agency (NGA).  This program is chartered to provide technical leadership for many of NGA’s highest priorities, including ISP Integration and the Intelligence Community (IC) Information Technology Environment (ITE) initiative, which establishes a set of common IT infrastructure services for the IC.

The ISP Systems Engineer will serve as a member of the ISP Integration team and will provide systems engineering and project management expertise for several Data Center and Infrastructure Service Provider (ISP) activities.  The ISP Systems Engineer will track, manage, and resolve technical issues and will establish/maintain a high level of customer intimacy in coordinating all integration activities.  The Systems Engineer will act as the technical point of contact for many infrastructure issues, work with other teams to resolve integrated schedule conflicts, develop operations concepts in support of establishing new capabilities, and develop requirements in support of new capabilities defined through the RFC process.  As a member of the ISP Integration team the Systems Engineer will be responsible for assessing capabilities, business processes, and business cases for the NGA organization.  The Systems Engineer will work side-by-side with contractor and government personnel to ensure all issues related to the infrastructure are addressed.  The environment is a multi-contractor program; therefore, candidates should be comfortable working with a diverse set of contractors and all grades of customer personnel. 

Tasks/Responsibilities Include:

  • Support all engineering aspects of the ISP Integration Project including:  identify, manage, and resolve specific technical requirement issues affecting the infrastructure; perform analysis of alternatives (AoA); develop roadmaps and engineering assessments
  • Provide lifecycle project management analysis; conduct studies; participate in major reviews; perform hardware, software, and technology evaluations; identify solutions; provide recommendations; plan activities
  • Work requests and requirements with a diverse set of contractors and all grades of customer personnel
  • Research and conduct architecture trades and product evaluations as well as lead cost estimation required to bring recommendations for approval and inclusion in Requests for Change (RFC) related to data center services and target architecture development
  • Build meaningful relationships with internal and external customers
  • Brief status and analysis results at government reviews
  • Coordinate with other contract/functional areas and with government representatives and system developers to ensure shared, consistent understanding of requirements
  • Provide enterprise-level perspective on ISP services in NGA for use in the NSG
  • Work with subject matter experts in NGA and the industry on ISP best practices
  • Generate ISP strategies and paths forward; collaborate with IC ITE initiatives
  • Serve as the link between application development and infrastructure services programs
  • Develop and brief ISP plans and status to NGA and community stakeholders
  • Monitor ISP project execution and provide course correction recommendations
Qualifications:

Required Qualifications:

  • TS/SCI Clearance (Active SCI within 2 years with a current SSBI favorably adjudicated within the last 5 years)
  • Bachelor’s degree in engineering, or related technical field, or equivalent experience
  • 16+ years of systems engineering, systems integration, or systems development experience, with 10 years of recent agency specific experience
  • 5+ years of experience with IT / Infrastructure concepts (servers, compute, networks)
  • 1+ years technical experience supporting NSG systems infrastructure
  • Demonstrated ability to establish effective customer relationships
  • Demonstrated ability to develop and present effective technical presentations to NGA management; must possess strong written and verbal communications skills
  • Strong interpersonal, problem solving, organizational and multi-tasking skills
  • Demonstrated Systems Integration or similar support to a major program
  • Ability to work independently or within a team environment
  • Ability to work in a Government environment as part of a multi-contractor team
  • Experience with systems architectures (hardware, software, networking, and databases)
  • Knowledge of IC or DoD organizations and programs
  • Knowledge of Amazon Web Services, GovCloud, and C2S
  • Experience with emerging cloud environments and technologies

Desired Qualifications:

  • Direct experience performing System Engineering / System Integration on a previous assignment
  • Experience managing system interfaces and end-to-end systems integration of new and existing components
  • Experience with virtualized environments and virtualization hardware and software
  • Demonstrated project leadership skills and experience
  • Experience in developing project plans and schedules
  • IT/Cloud architectural, analysis and planning skills
  • Systems engineering and/or Cloud experience within the IC
  • Familiarity with Agile Development methodologies (e.g. Scrum, XP, SAFe™) and DevOps concepts
  • Knowledge of VMWare VCP, Open Stack, virtualization, RESTful services and experience in related programming languages (e.g. Python, Perl, Ruby, PHP, JSON, XML)
  • Demonstrated technical writing skills with experience generating technical documents in support of IT/Cloud activities
