Senior Intelligence Analayst

Description

SAIC is seeking experienced personnel for the DHS Countering Weapons of Mass Destruction (CWMD) Office Policy, Plans and Analysis directorate to develop foundational DHS Level Policies and Planning documents, conduct Biosurveillance, and create Health Threat Analysis for decision makers and operational partners. The work encompasses a full range of program management and technical support services for the Policy, Plans, and Information Analysis Directorates.

The Senior Intelligence Analyst is responsible for executing complex in-depth WMD threat analysis to produce products (papers, presentations and reports) to inform senior DHS leadership, DHS Components and other federal, state and local homeland security customers for the purposes of: Identifying and understanding WMD Homeland threats and providing recommendations to respond to, mitigate and disrupt such threats. Provides substantive input or acts as the overall author for individual reports and projects. Additionally, is responsible for supporting customer efforts developing and fostering relationships to facilitate coordination and collaboration with DHS and other USG/Intelligence Community partners at the analyst level. 

Provide support services for obtaining, monitoring, and reporting information related to all source intelligence and CBRN expertise at Department of Homeland Security’s CWMD NCR locations.

Intelligence Threat Analysis Products: 
Evaluate processes used to analyze open source information and classified intelligence, furnished by the Government, concerning designated functional or regional areas to support advanced analytics and requirements development.
Analyze processes that support deliberate, operational, contingency, and crisis action planning while prioritizing intelligence in support of the CWMD mission.
Employ and evaluate advanced analytic and geospatial software to support in-depth CWMD analysis.
Monitor and report on CWMD activity status and critical information requirements.
Support population and meta-tagging of structured data fields.
Review open source information and classified intelligence, furnished by the Government, concerning designated functional or regional areas. 
Identify and prioritize reviewed information that meets standing intelligence requirements.
As requested, deliver intelligence briefings and respond in detail to leadership questions arising from the briefings.
Analyze and comment on prioritized intelligence, describing the significance of each item to the Countering WMD mission and shall deliver this analysis in the form of written reports, briefing slides, geospatial products and/or oral presentations to senior leaders and decision makers.
Exchange data and information with military and federal organizations (Office of the Secretary of Defense, Department of Energy, Department of State, Federal Bureau of Investigation, Department of Homeland Security, National Guard Bureau, and other organizations that the Government deems has a need to know).
Track requests for information (RFI) and requests for assistance (RFA).
Develop and refine CWMD intelligence operations tactics, techniques, and procedures; as well as evaluate and adapt emerging technology for incorporation into global WMD assessment and WMD intelligence exploitation operations. Create written products and briefings with a strategic view of the issue; they shall provide a strategic context for the situation/issue. Provide tailored analysis, assessments, reports, and other products as requested by the Government.  
Advise and assist the Government in drafting, coordinating, presenting and disseminating of CWMD intelligence collection requirements. Review existing collections requirements and update where necessary prior to building new requirements.
GIS Products
Design Geo-Spatial products (e.g., map layers, vector graphics, geodatabases, etc.) that capture relevant information related to the CWMD issues and regions of concern to the CWMD Information Analysis Division Team, to provide situational awareness and use within online GIS applications.
Accurately display complex intelligence in visual/geospatial forms in briefings, reports, and presentations using ArcGIS or similar tools
Identify specific data feeds and information sources that may pertain to threat, allied, and U.S events and provide additional Geo-Spatial situational awareness. Information identified within the Secret Internet Protocol Router Network (SIPRNet) and Joint Worldwide Intelligence Communications System (JWICS), will be leveraged and revised, if needed, to aid in the development of Geo-Spatial products.
Perform geospatial transformations and analysis, to include application of buffers, spatial clipping, development of overlays, visibility/views of analysis, and routing.
Assign proper classification markings to image and map products
Perform spatial/temporal analysis.
Identify gaps in imagery coverage and collaborate with DHS Intelligence and Analysis (I&A), Office of the Director of National Intelligence (ODNI) Open Source Enterprise (OSE), National Geospatial Agency (NGA), or other groups as appropriate to acquire additional coverage layers, to acquire new collection, or to re-exploit older imagery.
Develop the results of the analysis above into finished intelligence products at both TOP SECRET/SCI and SECRET level, with evidence and judgments clearly delineated in accordance with Intelligence Community Directive (ICD) 203, sources annotated in accordance with ICD 206, and all portions marked in accordance with current National Archives Information Security Oversight Office (ISOO) and DNI Controlled Access Program Coordination Office (CAPCO) guidance.

CBRN Expertise

Serve as a technical resource for members of the CWMD intelligence staff and customers by providing subject matter expertise by responding to inquiries, data calls or other requested information.  
Evaluate processes used to analyze open source information and classified intelligence, furnished by the Government, concerning designated functional or regional areas to support advanced analytics and requirements development.
Conduct intelligence analysis on radiological, nuclear, chemical, or biological materials, agents, weapons, or delivery.
Exchange data and information with military and federal organizations (Office of the Secretary of Defense, Department of Energy, Department of State, Federal Bureau of Investigation, Department of Homeland Security, National Guard Bureau, and other organizations that the Government deems has a need to know).
Analyze processes that support deliberate, operational, contingency, and crisis action planning while prioritizing intelligence in support of the CWMD mission.
Provide expert analysis and insight from experience and understanding of matters relating to the production, use, storage, safety, and vulnerability of biological, chemical or special nuclear materials, and related materials in US and foreign weapons, stockpiles, and capabilities.
Develop and refine CWMD intelligence operations tactics, techniques, and procedures; as well as, evaluate and adapt emerging technology for incorporation into global WMD assessment and WMD intelligence exploitation operations. Create written products and briefings with a strategic view of the issue; they shall provide a strategic context for the situation/issue. Provide tailored analysis, assessments, reports, and other products as requested by the Government. 
Provide expert analysis and insight from specialized knowledge of nuclear, chemical, or biological materials and their means of delivery, developed through documented prior experience.
Provide context on radiological, nuclear, chemical, or biological materials through knowledge and experience with methods for production and storage of these materials, historical and current safety and security issues, and observable signatures and vulnerabilities.

Qualifications

Education: MA/MS degree in relevant field

General Experience: Must have over 10 years experience in intelligence analysis

Specialized Experience: Must possess a strong base of experience and depth of skills in intelligence systems and tools and have relevant experience in national, command, or law enforcement intelligence.  Previous experience with CBRN/WMD-related intelligence preferred.

Knowledge of Geo-Spatial tools.

Knowledge of ArcGIS or similar.
